Nowadays,the method of controlling airport congestion is mainly focused on a series of technical and administrative means in a single airport.With the process of regional integration is accelerating,the regional airport group(multi-airport system)has been formed.However,due to the lack of effective management,the problem of unbalanced utilization of internal resources is outstanding,airlines tend to focus their major resources on internal hub airports,and making the time slot resources of these hub airports very strained.In order to reduce the airport congestion,this paper puts forward the view of passenger demand management,by using the operation mode of the multi-airport system,establishment the strategy of flight arrangement of airlines in the multi-airport system.Firstly,this paper summarizes the study on the optimization of airport congestion and the passengers' behavior at choice in the multi-airport system at home and aboard,then considering the time value of the different passengers,proposed the mathematical expression of passengers' behavior at flight choice in the multi-airport system;Secondly,by setting the goal of maximizing the revenue of flight configuration and the minimum passenger travel loss in the multi-airport system,establish the bi-level mathematical model of flight time control,and design the GA for model solving,prove the validity of the model by an example;Finally,according to the unbalanced of the demand and supply of some flight at the peak time,establish the optimization model of flight fare under the multi-airport system combined with different sensitivity of the different passengers to flight fare,effectively make the passenger demand evenly distributed on each flight,reduce the passenger overflow caused by airline company's flight configuration under the multi-airport system.The research in this paper provides a new solution to control airport congestion problem,and also can provide some reference to the airlines in setting up the flight schedule and ticket price in the multi-airport system.
