The main goal of implementing the peak-valley time-of-use electricity price is to reduce the peak-valley difference and to achieve the peak load of the load curve,which can reduce the investment to power system,and it can improve energy efficiency and promote energy conservation and emission reduction.This paper first studies the effect of China's current time-of-use price,found that the current time-of-use price setting is difficult to encourage some users to use electricity rationally,the effect of peaking load and energy conservation and emission reduction is difficult to achieve.It studies the potential of energy saving and emission reduction of time-of-use price in Chapter 2.Respectively,this paper demonstrates the potential of energy saving and emission reduction from the peaking load and promoting the development of renewable energy grid.In order to solve the problem of how to promote different users to save energy and reduce emission through time-of-use electricity price,I select the electric vehicle users and the oil pipeline company as the main body,the reason for selecting electric vehicle users is that the electric vehicle is the future direction of development of the transportation industry,and its electricity load and electricity consumption will increase gradually,the reason for selecting China Petroleum Pipeline is that China Petroleum Pipeline is a big power consumer,but the current time-of-use price is limited to its energy conservation and emission reduction.I use two different solution methods to calculate the time-of-use electricity price setting for two users in Chapter 3 and Chapter 4,to achieve the implementation of the corresponding peak and valley time-of-use electricity prices after the reduction of carbon dioxide emissions and savings of coal consumption were 17945.28 kg and 17891.87 kg,while the China Petroleum Pipeline to reduce the carbon dioxide emissions and savings in coal consumption were 22838.84 kg and 22770.87 kg.At last,based on the results of the study,the following conclusions are drawn: to promote the electric vehicle users to adjust their electricity behavior,reasonable peak and valley time-of-use electricity price should be set at the peak price of 1.34 yuan/kw·h,the usual price of 0.65 yuan/kw·h,the valley price of 0.28 yuan/kw·h;when the valley price is negative,the adjusted electricity behavior of electric vehicle users can achieve greater energy conservation and emission reduction;the current time-of-use electricity price setting can't promote the oil pipeline company to adjust production,only when the peak and valley price ratio increases to 5.41,the oil pipeline company will respond to the time-sharing price to achieve energy conservation and emission reduction.
