With the rapid development of urbanization process, the number of vehicles has been increasing drastically. The proportion of transportation energy consumption in the total energy consumption is growing steadily. Today, the global energy crisis and environmental pollution is becoming more and more serious, it’s a key research that how to reduce fuel consumption and CO2 emissions effectively in the process of driving vehicles. To construct the sustainable modern urban traffic environment of energy conversation and emission reduction is a hot topic. Meanwhile, the increase of vehicles aggravates the demand of automobile inspection. This situation brings a better development space, but it also reflects the problem that the inspect capability of the existing vehicle inspection station is insufficient. Therefore, it’s necessary to research the issue about the layout of a vehicle inspection station. It not only meets the objective needs of inevitable requirement of customers, but also responds to the call of "energy- conservation and emission-reduction" in a positive way.On the basis of summary of domestic and foreign, the development process of facility location problem is described before defining the vehicle inspection station and clearing its task. The influence factors consist of the number of vehicles, the integrated planning of the city, traffic condition, existing facilities layout and economic factors, On the basis of factors, the principles and steps of vehicle inspection station location are determined.The deterministic optimal models of the vehicle inspection station are built in this work. The structure, parameters, and assumptions are described in detail before building the models. Considering the consolidation of the social environment and vehicle inspect enterprise, energy-efficient models are built. Taking the current situation of high-emission in transportation into account, energy-efficient models with carbon emission constraints are constructed. Furthermore, in the process of vehicle inspection station location, the demand of automobile inspection should be led into this issue as a stochastic variable to build stochastic programming models. In addition, according to the area constraints, carbon emission constraints and capacity constraints, construct the stochastic optimal models. Respectively, an optimal algorithm is proposed to solve the models.
