| With the rapid development of nuclear technology in China,nuclear energy has played an important role in various fields,not only bringing huge economic benefits to the country,but also bringing convenience to our production and life.However,nuclear technology is a double-edged sword.With the increasing use of nuclear energy units and nuclear power equipment,it will bring convenience to our production and life.At the same time,due to inadequate supervision and other reasons,nuclear safety risks are increasing day by day.And there is a potential danger to human health and life safety.After the nuclear accident in Fukushima,Japan,the public’s attention to nuclear and radiation safety has been increasing.The state has attached great importance to the supervision of nuclear and radiation safety,and nuclear safety has also become an important part of national security.The development of nuclear technology must be based on safety as the premise and foundation.The main problem facing nuclear safety is to avoid risks and avoid nuclear accidents.For the supervision of nuclear and radiation safety,the National Nuclear Safety Administration and the Nuclear and Radiation Safety Supervision Station assume important safeguard responsibilities and shoulder important missions.Strengthening the construction of nuclear and radiation safety supervision talents is conducive to promoting the advancement of nuclear and radiation safety supervision.The North-Western Office of Nuclear and Radiation Safety Inspection is a public institution directly under the management of the Ministry of Environmental Protection.It is responsible for nuclear and radiation safety supervision in the five provinces(autonomous regions of Shaanxi,Gansu,Qinghai,Ningxia and Xinjiang).The northwest region is at the forefront and the end of China’s nuclear test and nuclear fuel cycle.There are many nuclear facilities and nuclear technology utilization projects,especially the old military industrial enterprises nuclear facilities and other nuclear technology utilization equipment are complex,for nuclear and radiation safety.The professionalism and high risk of supervision require high-quality characteristics of supervisory talents.Compared with China’s high-speed development of nuclear technology,the construction of the talent team in the Northwest Station is relatively lagging behind.A set of perfect human resource management system for talent selection,development,use and evaluation is established,and the good construction of the talent team is strengthened.The development of radiation safety has important theoretical and practical significance.Based on the relevant theories of human resources development and management of public organizations,this paper thoroughly understands the problems existing in the management process of the talent team in the Northwest Station and analyzes the results of the research on the construction of the talent team in the Northwest Nuclear and Radiation Safety Supervision Station.the reason.The system reviews the advanced experience of the talent team construction of foreign nuclear and radiation safety regulatory agencies and the typical practices of domestic counterparts.It proposes policy recommendations for the actual situation of the Northwest Station and provides a reference for solving real problems. |
