| With the continuous consumption of fossil energy,nuclear energy,as a safe and efficient clean energy,has become one of the ideal alternatives to fossil energy due to its zero emission and low energy consumption,and has gradually become the main pillar of world energy consumption.China is the country with the fastest development of nuclear power in the world,the number of nuclear power units under construction is the largest in the world,and nuclear power accounts for an increasing proportion of Chinese energy consumption.Safety is an important issue for the utilization of nuclear energy.The rapid development of nuclear power has put forward higher requirements on Chinese nuclear power safety supervision system.Based on the status quo of Chinese nuclear power development,research on Chinese nuclear power safety regulatory policies,analyze Chinese nuclear power safety regulatory bodies,and review Chinese nuclear power safety pre-regulation from the perspective of the entire life cycle of nuclear power plant site selection,construction,commissioning,operation,and decommissioning,In-process and post-surveillance license system,environmental evaluation system,non-destructive inspection system and other regulatory systems.Analyze the current situation of nuclear power safety supervision in China,and propose that the powers and responsibilities of the supervisory body are unclear,the standard system needs to be improved,the talent team is insufficient,and radioactive waste Handling issues such as urgent need to be strengthened.To study the nuclear power safety regulatory bodies and regulatory policies of major international nuclear power development countries,analyze the three serious nuclear accidents in history,and learn from the "Basic Law+Special Law" legal system,independent and authoritative regulatory bodies,and active information disclosure experience.Combining with Chinese nuclear power safety supervision practices,suggestions are made to strengthen nuclear power safety supervision legislation,improve nuclear power safety guidelines and labeling systems,implement various regulatory systems,properly dispose of radioactive waste,and strengthen information disclosure and public participation. |
