Research On The Citizenization System Of Migrant Workers In Construction Industry

During China's urbanization process,a large number of rural surplus labor flocked into the city in construction industry.At present,terrible phenomena such as high mobility,serious aging,poor quality,delay-payment and social rights lacking are still exist on migrant workers in construction industry which would cause terrible effect on urbanization development and harmonious society construction.In order to solve these problems,the most effective way is to achieve citizenization of migrant workers.This can not only accelerate the transfer of rural surplus labors,relief pressure of construction workers' shortage but also solve three agricultural problems effectively.This paper analyzes the influencing factors on citizen process from the aspects of institutional factor,migrant workers' own factor,social factor and cost factor.We adopt model estimation method and discover that the urban infrastructure cost on the highest proportion of the public costs is 55.15%,and next is the ensuring housing cost,29.09%.The private cost of urbanization of migrant workers in construction industry increases with the increase of urban scale,with a strong correlation.Meanwhile,the evaluation index system of the citizen process of migrant workers in construction industry based on the push factor,pull factor,economic factor,and social factor is established.The optimized analytic hierarchy process and entropy method are used to evaluate the citizen process of migrant workers in construction industry in 1995-2014,the discovery of the slowly citizen process is obtained,and the speed has been improved after 2006.Finally,in order to provide intellectual support and promote the process of migrant workers in construction industry,we put forward detailed suggestions from the aspects of policy system construction,construction workers industrialization,payment mechanism construction of migrant workers,migrant workers' social capital construction and so on.
