In recent years,wage arrears,especially those of migrant workers,have become common occurrences.They have dealt a fatal blow to the lives of farmers and posed great challenges to the credibility of the government,the regulatory capacity of the market and the deterrent force of the law.It is not only related to the legitimate rights and interests of migrant workers,social justice and social harmony and stability.Moreover,it will affect the urbanization speed and the urbanization rate of the registered population in China,the realization of the goal of building a moderately prosperous society in all respects,and the smooth realization of the two centenary goals.Therefore,it is very important to solve the problem of wage arrears for migrant workers,not only for migrant workers,but also for the government and the whole society.Rooting out the problem of wage arrears reflects the wisdom of the government and will bring good news to the vast number of migrant workers,as well as promote the harmonious development of society.This paper first analyzes the current situation and characteristics of migrant workers in the construction industry in China and shenzhen,the reasons for the phenomenon of migrant workers' wage arrears,and the main contents of migrant workers' policies.It concludes that the reasons for wage arrears include insufficient funds,unclear labor relations and inadequate policy formulation and implementation.It is urgent and necessary to strengthen the quality and safety management,regulate the construction labor market,reduce the wage dispute and break the information island.The wage security policy for migrant workers in shenzhen construction industry is the optimization and upgrading of the original policy.Then through to the questionnaire data and combining the analysis of current policy making and implementation effect of shenzhen,it is concluded that the policy is in the process of policy making such as insufficient policy consultation,increase the cost of the related units in the process of implementation and migrant workers personal cost increase and enforcing the policy propaganda,insufficient question,these is also causing the main reason for the policy is planned to be completed until the end of 2018.Finally,in view of the deficiencies in the process of policy formulation and implementation,the paper puts forward Suggestions on accelerating the modernization process of national governance capacity,and puts forward Suggestions on accelerating the legislative process and promoting themanagement upgrade in view of the poor effect of policy implementation.Implementing the responsibilities of all parties involved in the construction and strengthening the implementation of policies;The use of new media to strengthen policy publicity and guidance,increase the cost of violations and other recommendations.I hope to provide some practical references for the formulation and implementation of public policies in the future,strive to build a harmonious and stable labor market,and contribute to a harmonious socialist society.
