With the transformation of social development from "economic growth" to "people-centered sustainable development",the contradiction between economic efficiency and social benefits is gradually exposed.As an important infrastructure of the city,the construction and transformation of the construction and transformation of the region’s social economy,social environment,social life and natural resources have far more affected.Transforming projects act as basic type investment projects with significant social economic development and people’s lives,which will have a large impact on promoting national economic growth,improve investment environment and infrastructure construction,and improve people’s living standards.To this end,this paper analyzes the factors affecting the economic benefits and social benefits of transmission and electrical and electrical and social benefits,and the economic efficiency and social benefits of transmission and transformation engineering are carried out to improve the investment decision and management level of transmission and transformation project.A beneficial reference and reference.Based on the statistical analysis of the operation data of the power transmission and transformation project in a certain area,this paper determines the calculation method of the economic benefits of the power transmission and transformation project by analyzing the calculation of the income of the increased power supply of the power transmission and transformation project,the calculation of the income of the unit power and the cost of the power transmission and transformation project.Based on the analysis of the social benefit composition of the power transmission and transformation project,the social benefit index of the power transmission and transformation project is proposed.Based on the quantifiable principle,the proposed social benefit index is quantified by using the measurement methods such as input-output method and opportunity cost method,so as to provide a theoretical reference for the monetization calculation of the social benefit of the power transmission and transformation project.The group DEMATEL index weight determination method based on three-dimensional density operator is used to determine the social benefit index weight of transmission project and substation project,so as to solve the problem of interaction between social benefit indexes.Taking the maximum economic and social benefits as the objectives respectively,the coordinated optimization model of economic and social benefits of transmission project and substation project is constructed.The ssa-lssvm model is used to predict the regional load,determine the constraints such as the consumption of increased supply load according to the prediction results,comprehensively consider the maximum load rate of transmission line and the maximum load rate of transformer,and obtain the conductor cross-sectional area corresponding to the optimal design capacity of transmission line The design capacity corresponding to the maximum comprehensive benefit of the substation project.The results show that the comprehensive benefit of the optimized construction scheme is greater than that of the pre optimized design scheme,which provides a theoretical reference for the construction of power transmission and transformation project to maximize the comprehensive benefit.
