With the globalization of the world economy,ports have become an important guarantee to promote national economic growth.In recent years,container throughput through the port is increasing,and the overall capacity of container terminals is tight.Port construction project has high investment cost and strong silence of investment cost.Therefore,technical and economic analysis and evaluation of the project are needed before decision-making to provide guarantee for scientific decision-making.In order to ensure of container terminal projects in Ningbo Zhoushan Port is economical feasible,both production and technical capacity and social benefits are taken into account.Firstly,starting from the external and internal environment of Ningbo Zhoushan Port,the development trend of container and the development strategy should be adopted are analyzed by SWOT analysis method.Secondly,according to the project's engineering and technical scheme,using the theory and method of value engineering,the function index system is constructed,the function coefficient and value coefficient are calculated,and the optimal scheme is selected.Finally,on the basis of comprehensive benefit analysis and single factor analysis,the optimal scheme of comprehensive benefit is selected.The techno-economic evaluation method proposed in this paper fully integrates the modern project evaluation theory and constructs a unique index system and evaluation model for port construction projects.These theories not only have important practical significance for Ningbo Zhoushan Port,but also provide a new method for investors to evaluate port construction projects comprehensively.Meanwhile these theories can provide reference for other port construction projects.
