The development of renewable energy is an inevitable choice to optimize the national energy structure,improve the environment and ensure the sustainable development of the social economic development.According to the current status and characteristics of the development and construction for the renewable energy in the country,the photovoltaic(PV)grid-connected power generation is the key project.But the photovoltaic grid-connected power generation project quality accident occurred frequently.It is because the construction period and cost are excessively concerned about,and the quality of risk control is ignored.Therefore,it is extremely important for the effective control of the quality risk in the construction process.In this paper,according to the characteristics of the PV grid power generation project,the theory of risk management and the identification of quality risk factors,the quality risk evaluation index system and the risk evaluation model are established.The photovoltaic grid-connected power generation project is taken as the empirical research object,and the main research results are obtained as follows:(1)The main quality risks factors of PV grid-connected power generation projects are identified by the brainstorming and expert investigation.Combining the characteristics of PV grid power generation project,the quality risk source and uncertain factors in the construction process are defined and classified using the method of general risk identification.According to the 5M1 E analysis method in total quality management theory,the 46 major risks as construction behavior and working status,professional technical level,working strength,management,personnel quality and ability,etc are identified and screened out from the 6 key dimensions of the person,technology,environment,management and control,mechanical equipment and material.(2)According to the identified the quality of the risk factors,the quality risk evaluation index system of PV grid-connected power generation project is built,and the quality risk of is comprehensively evaluated using the combination method of analytic hierarchy process and fuzzy comprehensive evaluation method.According to the 46 identified quality risk factors,the quality risk evaluation index system of PV grid-connected power generation project is established.The total weight of the quality risk factors is obtained using the analytic hierarchy process.The evaluations are made sure and the scene investigation evaluations are set up.The targeted comprehensive evaluation of the project quality risk is taken by the fuzzy comprehensive evaluation method.(3)The quality risk of a PV grid-connected power generation project as the empirical research object is evaluated and countermeasures are proposed,and the good practical results are obtained.The Yuhuan stream 80 MWP PV grid-connected power generation project is taken as the empirical research object.The calculated results are obtained as follows: the comprehensive analysis and evaluation value for the quality of the project risk is about 2.38,and the overall evaluation result is “general”.The quality risk degree of environmental factors is “slightly higher”.The quality risk related to technical factors and control factors is “average”.The quality risk of personnel factor,mechanical equipment factor and material factor is “low”.In the paper,the measures are taken for a higher risk of secondary factors "engineering hydrological and geological conditions" and "natural disaster" in the environmental factors.The soft soil is easy to cause the insecure root pile foundation.The construction scheme is verified,and the precast piles are reinforced by choosing appropriate technical specifications.The structure parts and fasteners are easy to be corroded by seawater salt spray.Corrosion resistant materials are selected for the design and procurement,and the anti-corrosion treatment is carried out for materials that do not conform to the standards in construction to prevent and respond.When the Project is planned and designed,the measures are proposed in order to prevent and mitigate risks for example considering the position and the topography of the booster station,setting up the reasonable flood control guide ditches,increasing the length of pile foundation,raising the transformer in the form of a bridge cable laying,elevating the basis of the inverter and equipped with a drain,sealing the station in cable trench and setting up the drains,etc.The risk reserves are improved by formulating emergency plans for technical,cost and quality assurance measures.The economic insurance transfer risks and other measures are purchase.In the paper,a series of targeted methods are put forward to the relevant technical factors as control factor,personnel factor,equipment factor,material factor of the quality risk.The ability of the quality of the project risk management is effectively improved.The losses caused by quality risks are avoided or reduced,and the project expected earnings are ensured..
