In recent years,however we have achievement of road network construction,transportation infrastructure construction in the urban,but can not meet the enormous need.Intelligent Transportation System has gradually become an important means for local governments to manage urban traffic congestion.As the main responsibility department,the Traffic Police Department as a key role in the construction and use of the Intelligent Transportation Management System,and we made a progress in the construction and operation of it.At the same time we also gradually realize that the initial ITMS has defects,such as design,construction,operation and supervision.these problems have been exposed in gradually,bring a negative impact on system operation.Even blocked the upgrade of the system.In order to solve the problem of ITMS effectively,We Make a distinction form the Intelligent Transportation System,Intelligent Transportation Management System and the Public Security Transportation Management System.Through the investigation of the public security platform of Intelligent Transportation System and questionnaire survey,summarized the experiences of the design,construction and operation.According to the current situation of Intelligent Transportation System in urban,from the perspective of the traffic management,analysis of the construction and operation of public security traffic management system deeply,to find out the ten main problems in design,construction,operation,maintenance and other aspects of existence,find out the reason causes the problem and propose the countermeasures.Especially to gain a method of scientific layout for the information collection points,Throughing the fuzzy comprehensive evaluation,and made quantization.Finally,focus on the construction of Intelligent TransportationManagement System in Beijing Economic and Technological Development District to offer the solution for the project,on the scientific position and arrangement in accordance with the actual needs.According to collect and analyse of the problemsrelated to the current situation of public security ofITS,and puts forward the reasonable countermeasures of science,especially the method combined with the front-end information acquisition point of scientific layout by using the fuzzy comprehensive evaluation of the mathematic method of reasonable setting and optimization,and ITS science efficient operation and maintenance supervision as the key research direction,put forward the scientific and reasonable mode of operation,and put the Beijing Economic and Technological Development District as an example,the overall design and construction to the construction of the framework,to effectively improve the city Public Security Transportation Management System construction,improve the running condition of Intelligent TransportationManagement System for public security traffic management work.The results of the research has great significance to optimize and upgrade the Intelligent Transportation Management System.
