Research On The Application Of The Lowest Evaluated Bid Price Method

Since the promulgation of the bidding law of the People's Republic of China,the legal system of the construction bidding market has been improved gradually,the lowest evaluated bid price method and the comprehensive evaluation method have been used usually in our country.The lowest evaluated bid price method has brought significant effect to the construction market since introduction,application and promotion,it not only regulates the bidding market,effectively reduces corruption,enhances the core competitiveness of enterprises,but also improves the level of productivity,capital utilization and economic efficiency,and promotes the construction industry of China conform with international convention.In many areas,such as Xiamen,Hefei,Bengbu,has explored a set of suitable bid evaluation method of the lowest evaluated bid price method,the evaluation process are similar,in addition to detailed review which hasn't formed a unified evaluation criterion.At present,the difficulty in defining whether the bid is lower than the individual cost of enterprises or not and the neglect of technology and quality gradually lead to "below the cost of bidding","low price and low quality" and "low price bid and high claim",which has become increasingly serious.In order to solve these problems,this paper puts forward the evaluation mechanism of the lowest evaluated bid price method based on interval estimation and value engineering.Firstly,through unscrambling policies and regulations of the lowest evaluated bid price method,the current situation of application of the lowest evaluated bid price method is understood,so that the problems are found and presented.Then,through summarizing the existing research results at home and abroad about the lowest evaluated bid price method in the form of literature review,the research status of the lowest evaluated bid price method is understood,at the same time,the lowest evaluated bid price method,interval estimation,value engineering and analytic hierarchy process are introduced in the form of theoretical review,on the basis of mastering the theory,practical results and current situation of the lowest evaluated bid price method,the key to solve these problems is to establish a set of scientific evaluation mechanism.Then,the evaluation index system of bid evaluation committee work quality is established to enhance the quality of expert review,the cost evaluation model based on interval estimation is established to accurately determine whether the bid is lower than the individual cost of enterprises or not,the bid consistency evaluation model based on value engineering is established to strengthen the combination of technology and price evaluation,the idea of determining the winning bidder with a double standard is proposed to solve the problem of too much emphasis on price and neglect quality,at the same time,taking the above four points as the core,the evaluation mechanism of the lowest evaluated bid price method is designed,including bid preparation,preliminary review,detailed review,recommend successful candidate and prepare the evaluation report,determine the winning bidder.Next,some constructive suggestions about the preparation of bidding documents,the establishment of enterprise cost library and the establishment of a unified electronic bidding platform are proposed to ensure the smooth implementation of the lowest evaluated bid price method.Finally,an empirical case is analyzed to prove the feasibility of the design scheme.
