Research On The Comprehensive Evaluation Method Of Regional Traffic Integration

Regional traffic integration is aimed at breaking the administrative divisions and departmental restrictions,unifying the planning and utilization of transportation resources in the area and setting up a comprehensive transportation system to meet all the kinds traffic demands within the region.In order to make the technical standards and specifications of its implementation,and to accurately measure its development and construction conditions,it is required to establish a mature and systematic evaluation method.Based on this,this paper carries on the research of comprehensive evaluation method of regional traffic integration,which mainly focus on the establishment of a practical,systematic and reasonable comprehensive evaluation index system of regional traffic integration,and on the discuss of comprehensive evaluation method which is applicable for development problems of regional traffic integration.Firstly,the paper describes the significance and technical route of evaluation for regional traffic integration;and deeply analyses the concept,connotation,characteristics,development requirements of regional traffic integration,which makes a theoretical foundation and preparation for determining the target hierarchy of comprehensive evaluation problem and selecting the evaluation indexes of regional traffic integration.A comprehensive evaluation index system of regional traffic integration is established based on the integrated perspective of administrative districts broken,development equilibrium and resource sharing,from five aspects-traffic planning and construction integration,traffic operation and management integration,traffic policy integration,traffic market integration,traffic information integration.The selected evaluation indicators is well-directed to the key problems in traffic integration,which overcomes the serious deficiencies that the past evaluation indicators based on traditional traffic planning method fail to fully reflect the integration.Fuzzy comprehensive evaluation method based on Analytic Hierarchy Process is identified to be applicable to the evaluation for the development problem of regional traffic integration,through comprehensive consideration of the characteristics of selected evaluation indicators,and the advantages,disadvantages,application conditions of popular evaluation methods,and then a comprehensive evaluation model of regional traffic integration is established.Taking the Beijing-Tianjin-Hebei region as an example,makes a comprehensive evaluation for the development status of its traffic integration,it shows that: the traffic integration status in Beijing-Tianjin-Hebei area is at a medium level;the number of main line toll stations in cross-border expressway are too large;breaking end roads near the border area are dense;intercity traffic is not fast and efficient and so on,are the obvious failings of traffic integration development in Beijing-Tianjin-Hebei region.The evaluation process is rigorous and the result is reliable,which proves the rationality and applicability of comprehensive evaluation index system and model established by this paper.
