Research Of The Railway Traffic Programming On The Super-ministry System Of Hebei Province

With the rapid development of Beijing- Tianjin- Hebei metropolitan area,the economic integration of Beijing- Tianjin-Hebei has put forward higher requirements for the planning and development of transportation in Hebei province. The railway, as a mode of transport, has been paid more and more attention, which has the characteristics of large capacity, fast speed, low transportation cost, environmental protection and energy saving. At the same time, the planning and development of railway traffic can ease the contradiction between supply and demand in transportation, and it can promote the rapid development of regional economy in Hebei province.Under the environment of the super- ministries reform of the national transportation and the rapid development of Beijing- Tianjin- Hebei economic integration, firstly, this paper introduces the concept of the super-ministries, integration of traffic and the planning mode. And thus it is pointed out the necessity of research on the railway traffic programming model in Hebei province, in order to meet the demands of the development of economic integration of the Beijing- Tianjin-Hebei region. Then, aiming at the problems and reasons existing in the railway traffic planning in Hebei province, Beijing and Tianjin, the paper proposes to establish a comprehensive integrated traffic, big planning and green beautiful railway planning model. The planning model based on the Beijing- Tianjin-Hebei economic integration, combines with the domestic and international highway, aviation, water transport and inter-city railway. O n the basis of planning thought, the paper accords to the traffic planning principle and the goals expected to achieve in Beijing-tianjin- hebei railway traffic planning and use the hierarchical planning method to program the railway in Hebei Province. Finally, the planning scheme of Beijing- Tianjin- Hebei integration transportation is proposed, and the evaluation indexes of the scheme are established and the rationality of the scheme is evaluated using the Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation Method.The research has important theoretical and practical value to study to improve the railway traffic programing of Hebei Province, meet the demands of the development of Beijing- Tianjin- Hebei economic integration for railway transportation and enhance the management efficiency of railway administration in Hebei Province and the economic and social benefits.
