With the increase in air traffic,the number of the irregular flights also increased,flight delay has become a hot social problem,the recovery of irregular flights is one of the core content of the management control under civil aviation system.The traditional irregular flights only can achieve air traffic scheduling,which lack of information interaction with airlines who always in the state of passive obedience.In civil aviation system,the application of Collaborative Decision Making(CDM)provide a feasible and effective management platform for irregular flights scheduling.But the aviation system has the characteristics of the huge quantity and complex structure,the study under the current CDM has some limitations,which have the shortage of accordant air transport control scheduling model adaptive collaborative algorithm and can't completely reflect the process of collaborative decision for each agent.Based on the analysis of the air transport control,airlines and airports under the CDM synergy,this paper complete collaborative scheduling between air transport control,the problem of irregular flights scheduling with single airport and regional multi-airport is studied respectively,accordant air transport control collaborative scheduling system is established.Moreover,civil aviation scheduling system which has the characteristics of the multiple constraints and multiple decision individual implement relevant research by the principle of large-scale system decomposition-coordination.The main contents include:Analysis the scheduling system of irregular flights under CDM,the platform of the system,information transfer mode and function of the subsystem are described completely,the decision goal and their relationship under the framework are introduced.To make up for the current research has the shortages of multiple decision individual and collaborative optimization,the experimental analysis based on single airport flight scheduling,irregular flights recovery model is established by airports management department.What's more,this model can reflect the collaborative decision with airlines and air traffic management department.The goal is to minimize the weight sum,which includes economic loss of airline corporations,passenger interests and airport security cost.Furthermore,the experimental analysis show that this model can be improved by the integrity,rationality and convergence speed.With the development of the characteristics of collaborative and regional,collaborative management of irregular flights with multiple regional airports is also put forward higher requirement.In addition,considering the characteristic of air transport control is similar to large system,the irregular flights optimal scheduling model of double-level hierarchical structure is established by the principle of large-scale system decomposition-coordination,genetic algorithm is adopted in the optimization course for each decomposed subsystem model.Finally,the experimental analysis based on main airports flight scheduling of northeast region show that flight delays can be decreased,the level of aviation management and service quality can be improved by using the proposed method.
