Research On Maintenance Management Of M Expressway In Hubei Province

With the development of China’s economy,the demand for public travel is more modern and flexible,and the quality of service supply has become the focus of attention.The main contradiction in the development of expressways in China is turning from the contradiction between supply and demand of insufficient infrastructure supply,to the new contradiction that the public service capacity and social requirements are not suitable.As a product of public service provided by quasi-public products,the maintenance and management of this product is the most basic guarantee for improving the quality of public services.However,due to the reasons of reconstruction of light maintenance and the disunity of system in the development of expressways in China,the level of maintenance management is low,and the completion of the highway network has brought about an era of high-efficiency and high-quality maintenance management,which has never been more urgent.How to improve the existing maintenance management to strengthen the supply of public services has become an urgent problem to be solved.From the theoretical perspective of public goods and public economics,this paper believes that the expressway as a quasi-public product.Through the analysis and comparison of the research directions of advanced expressway maintenance management at home and abroad,the paper draws enlightenment on the development of future maintenance management,and takes the government to repay the business-type maintenance and management of Hubei Province M Expressway as an example,and analyzes that M high-speed maintenance management exists some problem,such as: the scientific maintenance decision-making system of M high-speed maintenance management is imperfect.the supervision and evaluation performance evaluation is soft,the competition in the market is insufficient,the maintenance management workflow is cumbersome,and the maintenance management methods are backward.Through in-depth analysis of the causes of the above problems,this paper proposes to deepen the reform of the maintenance management system,improve the legal regulations of the maintenance industry,improve the three-party coordinated supervision system,strengthen regional cooperation in the maintenance market,and implement intelligentization of maintenance information,to improve the level of maintenance management,in order to improve service efficiency and strengthen the supply of public services.
