Shaanxi Province Expressway Maintenance Management Problems And Countermeasures

With the opening of China’s expressway mileage and time of substantial growth，increasing conservation and management of expressway projects demonstrate the importanceand necessity. However, because of the expressway start later, the lack of advanced scientificmanagement experience，on expressway maintenance management has been in the exploration.Therefore，expressway maintenance management study and propose measures have importantpractical significance.In recent years，under the guidance of the Ministry of Communications，some provinceshave promoted the structural reform to the expressway maintenance management system toadopt the development of the market-oriented economy. However，during the reform process，many problems have been encountered. Some of them even have affected the development ofthis sector. Not long ago， the study of structural reform to the highway maintenancemanagement system has been on schedule in Shaanxi province and the scheme of the reformis under consideration. The reform is an important step in the history of traffic development.What the result of the reform will be? It will not only generate significant influences on thecurrent sector but also on the future. Facing this circumstance, what shall we do? To guaranteethe smooth implementation of the reform, the paper made a cautious study on the currentstatus of the expressway maintenance in Shaanxi province aiming at further and greaterdevelopment of the expressway maintenance business. Meanwhile，the paper also made adetailed analysis，research and study on the reform situation abroad and in other provinces inthis regard. Standing at the reality of both economic and sector’s development in Shaanxi，andfully absorbing experiences and lessons got in other provinces，the paper proposed the reformscheme and financial management mode for expressway maintenance management system ofShaanxi province， providing references for concerned authorities in making decisions.
