Performance Evaluation Of EPC General Contract Project Based On Project Governance

The EPC model is an internationally popular construction project organization.With the gradual deepening of China's reform and opening up and the need to integrate construction projects with the world,the EPC model has become one of the important measures for the construction project management reform in China.Compared with the traditional construction method,the EPC model has its significant advantages and characteristics,but at the same time has the disadvantages of high risk of the general contractor and large coordination workload.The EPC project is still in the cultivation stage in China,and the project management development is still immature.Studying the EPC performance evaluation plays an important role in improving the EPC project management level,improving the core competitiveness of the EPC project,promoting performance improvement,and providing EPC project management guidance.Organization-level project governance is an important means of establishing a clear governance structure,reducing conflicts between processes and resources,and multiple management objectives,avoiding wasting resources and improving management efficiency.Therefore,researching EPC performance evaluation based on project governance plays an important role in improving organizational decision-making ability and efficiency.Firstly,this paper introduces the connotation,characteristics and problems of the EPC general contracting model,sorts out the concept of project governance,and expounds the project performance theory and social network analysis theory,which lays a foundation for the theoretical research of this paper.Secondly,using the theoretical analysis method and the literature statistical method,from the perspective of project governance,based on the pre-decision decision and the construction phase of the EPC project,through the analysis of the pre-project decision-making stage,the project implementation stage,the project completion acceptance evaluation stage and the external environment.The influencing factors are used to construct the performance evaluation index system,and the statistical analysis is used to delete the non-critical evaluation indicators,and the performance evaluation index system of the EPC general contracting project based on project governance is determined.Thirdly,a performance evaluation model based on grey evaluation is established,and the extension analytic hierarchy process is used to determine the weight of the indicator.Finally,taking the XX water conservancy hub EPC project as an example,the data was collected through questionnaires,and the social network analysis method was used to analyze the relationship degree and communication efficiency between project stakeholders.The performance evaluation model based on gray evaluation was used to test the EPC project.The performance evaluation and evaluation results show that the performance level of the XX water conservancy pivot EPC project is good,which verifies the rationality and applicability of the performance evaluation index system and performance evaluation model established in this paper.
