| With the raise of Ocean Power strategy,to improve the utilization of ocean resource,promote ocean economic prosperity and build China into a maritime power,the exploitation of offshore oil resources is into a new stage.But the construction of offshore oil platform,especially the fixed ones,is a threat to navigation.And as a hydraulic facility with high risk,when the fixed oil platform is collided by ship,the environmental pollution and economic loss that will be caused are incalculable.To ease the conflict of exploitation of offshore oil resources and navigation of ships,a research about ship traffic organization in oilfield waters of Dongying sea area is carried out.The result can manage and speed up the traffic flow,reduce the risk of navigation and ensure the safety of vessels and platforms.First,according to the statistics of navigation environment of oilfield waters,a model is built,which contains two parts.The former part is about traffic,which shows the main types of ship and organization nodes in the study.And the latter part is about facility,which illustrates the distribution of hydraulic facilities in oilfield waters by ArcGIS and MATLAB.Second,considering the special condition during navigation in oilfield waters,a calculation model about the distance between platform and planned route is established.The quantitative parameters about platform,ship,environment and time are determined,and the variable parameters about wind direction and current direction are obtained.Then the distance between oil platform and different ship type in variable directions of wind and current is got.Third,from the perspective of traffic management,an optimization model about ship route in oilfield waters is constructed,and the considerations about efficiency and safety of ship navigation are expressed by the objective function and constraints.According to the need of solving the problem,an algorithm is designed.Then the optimized route of different ship type under different organization node is calculated by the algorithm.In the final,a scheme of ship traffic management in oilfield waters is designed,which includes two parts.The former part proposes a way of recommended tracks to organize the traffic flow in oilfield waters considering the recommended routes at in force and the optimized routes in previous research.According to the condition that the area is not covered by VTS,the latter part builds a system as an alternative of VTS to manage the emergency resources available in in oilfield waters.The research of the scheme of ship traffic management is an important approach to keep safety of ship navigation,which provides a foundation of the study on ships’ routeing in oilfield waters and proposes a solution to the problem of ship traffic organization in similar waters. |
