Study On The Model And Countermeasure Of Targeted Poverty Alleviation From Prospective Of Concentrating Solar Power Project

In the report of the 18 th National Congress of the Communist Party of China,the goal of building a well-off society in an all-round way by 2020 was put forward for the first time.The rural revitalization strategy in the report of the 19 th National Congress of the Communist Party of China emphasized once again that it is necessary to fight for poverty accurately and to reduce poverty with Chinese characteristics.The eradication of poverty is of great significance for the development of various undertakings in China.At present,the country is actively promoting precision poverty alleviation in various ways.Among them,the poverty alleviation industry,which is based on “hematopoietic” poverty alleviation,is welcomed by a lot of poor areas.S County in Gansu Province is relatively backward in economic development,but the region has unique solar energy resources and is suitable for the development of photothermal industry.This paper is about the research on precision poverty alleviation in the photothermal industry.It mainly elaborates on the concepts of precision poverty alleviation and photothermal industry poverty alleviation.And based on the theory of welfare economy,the paper demonstrates the promotion of the development of the photothermal industry and uses the theory of comparative advantage to explain that photothermal industry can be used as an important means to change the economic situation of poverty-stricken areas.It also uses the anti-poverty theory of development economics to explain that poverty-stricken areas are suitable for the development of advanced industries such as photothermal industry.The theory of domestic and international poverty alleviation and the experience of advanced regions have been summarized.It summarizes the current situation of industrial poverty alleviation and the development of the domestic and international photothermal industries,and summarizes the two poverty alleviation models of “Government + Village Collective + Enterprise” and “Government + Enterprise” in China's photothermal industry.On the basis of explaining the current situation the poverty situation and the urgency of poverty alleviation in S County,constructing the realistic model of accurate poverty alleviation in the photothermal industry of S County shows that the photothermal industry can be described as a non-independent industry,supporting the development of supporting industries,education industry,financial industry and other industries from the perspective of the industrial value chain.It can integrate the development of tourism,cultural industries and other industries.Combining with specific data,it analyzes economic,social and ecological benefits and it discusses problems in its development process,and conducts policy analysis from the perspective of provincial government,S county government and poor farmers.Through the research in this paper,I hope that it can be helpful to the research on the precise poverty alleviation work of the photothermal industry,and can have generate inspiration and reference value in the construction of the management model of photothermal precision poverty alleviation.
