Poverty Alleviation In Shanxi Photovoltaic Industry Research On Policy Implementation

In 2020,our country will achieve the goal of building a moderately prosperous society in an all-round way and it is also the year to end poverty alleviation.But this does not mean the end of poverty alleviation in China.It only indicates the completion of absolute poverty,that is,survival poverty.The problem of relative poverty will become a long-term task in the next stage.Industrial poverty alleviation is the fundamental measure for rural poverty alleviation and revitalization.As a long-term policy of national poverty alleviation strategy,rural revitalization starts from the industrial level and spiritual level.It is an important measure of the national precision poverty alleviation strategy,which will be carried out for a long time.As an important model of industrial poverty alleviation,Photo voltaic poverty alleviation has great research value.And Shanxi,as one of the first pilot provinces to carry out Photo voltaic poverty alleviation in China,it is of great practical significance to study its policy implementation.During the research process,focusing on analyzing the factors that affect the implementation of the policy will help us to deepen our understanding of the various factors.Continue to innovate the idea of poverty alleviation in the industry,help the poor areas to stimulate their potential,and then they can get rid of the old blood transfusion mode and gradually have the ability to create their own blood.The main body of this article is a five-part study on the policy implementation of the Photo voltaic industry in Shanxi Province.The first part is the introduction,it focuses on the background,significance,methods,theories and the domestic and foreign status of the research on poverty alleviation in Photo voltaic industry.The second part mainly introduces the related concepts of precision poverty alleviation and photo voltaic poverty alleviation.And the necessity of poverty alleviation in the photo voltaic industry is also explained.In the third part,firstly,it lists therelevant policies in poverty alleviation of photo voltaic industry in Shanxi Province.Then it analyzes the object selection,operation mechanism,support means and safeguard measures of policy implementation,the overall and specific results,as well as performance of deviations in policy implementation.It also Clarifies the current status of Shanxi policy implementation.In the fourth part,it analyzes the factors that affect the policy implementation from four aspects: policy implementation agency,target,object and environment.In the fifth part,in view of the factors that affect the implementation of the policies,the corresponding countermeasures and suggestions are put forward from five aspects: improving the quality and ability of the industrial poverty alleviation cadres,optimizing the industrial environment,strengthening the supervision power of the industrial poverty alleviation,improving the policy implementation mechanism,and improving the economic ability and comprehensive quality of the poverty alleviation objects.It has provided a necessary guarantee for the rapid and healthy development of photo voltaic industry poverty alleviation.As a fundamental measure for rural poverty alleviation and revitalization,industrial poverty alleviation can rapidly increase the income of the poor and help them get rid of poverty.At the same time,it can effectively avoid returning to poverty and consolidate the results of poverty alleviation.Industrial poverty alleviation is also a complex project,We should constantly innovate the idea of industrial poverty alleviation.Industrial poverty alleviation is another arduous project.We must adhere to the new development concept.We need to lead and promote advanced models,to ensure accurate investment and efficient use of funds,we should make efforts to cultivate a number of characteristic industries,innovate and develop dominant industries,and strive to promote new types of actors to take the lead.Let the poverty-stricken areas increase their income solidly and truly promote regional economic development.Try to make great contributions to rural poverty alleviation and rural revitalization.
