Research On The Implementation Of Photovoltaic Poverty Alleviation Policy In Gansu Province Under The Background Of Precision Poverty Alleviation

There are many poverty-stricken areas in Gansu Province with high incidence of poverty,irrational energy use structure and sever poverty,that is a key province in the implementation of the national "precision poverty alleviation" strategy.Gans u Province is rich in solar energy resources,which makes photo voltaic poverty alleviation an important measure for targeted poverty alleviation.Since October 2014,Gansu province has formulated a series of implementation plans according to the spirit of relevant documents of the central government on photo-voltaic poverty alleviation and the actual situation to promote the implementation of photo-voltaic poverty alleviation policies.Over the past five years,some progress has been made in the field,which has played a positive role in promoting targeted poverty alleviation,helping poverty alleviation.So does it in improving the energy utilization structure in poor areas and expanding the domestic market demand for photo voltaic products.However,some problems have been exposed in the implementation of the photo voltaic poverty alleviation policies.But in academic and practical,there are not much research or measures how to improve in further policy on the shortcomings in it.Therefore,guided by the concept of precision poverty alleviation,the paper closely integrates the actual situation of Gansu Province’s photo voltaic poverty alleviation power plant before and after they are built and connected to the grid,and comprehensively uses the methods of literature research and interview to carry out the research.Firstly,the paper analyzes the policy of photo-voltaic poverty alleviation in Gansu Province,the situation of policy implementing agencies and personnel,and the effectiveness of policy implementation.Secondly,based on the Horn-Mitt system model,it analyzes the problems from five aspects in the implementation of the photo voltaic poverty alleviation policy in Gansu Province: policy objectives and standards,policy resources,policy executors’ value orientation,policy implementation methods,and policy system environment.Finally,based on the natural conditions and economic and social development of Gansu Province,this paper proposes to improve photo voltaic poverty reduction policies from the following five aspects,so as to strive to make better use of the economic,social,and environmental benefits of photo-voltaic poverty reduction policies:(1)Improve goals and implementation standards of photo-voltaic poverty alleviation policies;(2)Optimize the allocation of policy resources by raising funds through multiple channels as well as increasing investment in human resources;(3)Improve the recognition of policy executives through solving the self-interested behavior of them with system construction to guide them to establish correct value orientation;(4)Improve the effectiveness of policy promotion,attach importance to the maintenance of photo voltaic power stations,do a good job of communicating with villagers,and improve the implementation of policies;(5)deepen land or roof resources,increase technical support,and optimize the environment for policy implementation.
