Comparative Study On Poverty Alleviation Models Of China Communications Construction Company

In China,state-owned enterprises are the dominant force of poverty alleviation,undertaking a certain proportion of poverty alleviation related tasks.From the perspective of corporate social responsibility,it can be concluded that enterprises participating in poverty alleviation can gain social recognition,and then realize their own sustainable development,which are the intrinsic motivation for them to participate in poverty alleviation.China Communications Construction Company(CCCC)is a central enterprise with a long history,having participated in poverty alleviation earlier,with relatively richer experience.In its long-term practices of poverty alleviation,it has developed two poverty alleviation modes,fixed-point poverty alleviation and project-based poverty alleviation,with different poverty alleviation measures and characteristics,both of which have played an important role and achieved certain results.These two poverty alleviation modes have both similarities and differences,with the similarities mainly lying in four aspects including the creation of poverty alleviation atmosphere,promotion of poverty alleviation,diversity of poverty alleviation measures,and important role of Party organization;with the differences consisting in four aspects including the emphasis on poverty alleviation,allocation of poverty alleviation resources,ways of poverty alleviation and effects of poverty alleviation.CCCC has got much experience in terms of poverty alleviation,but also has some defects meanwhile,for example,various resources invested in fixed-point poverty alleviation are still insufficient despite the huge investment,the development of poverty alleviation industry is relatively poor,poverty alleviation personnel haven’t clearly got the targets of poverty alleviation;the resources available for project-based poverty alleviation are highly limited,there is no detailed planning for poverty alleviation,and there is no linkage of poverty alleviation among projects.To alleviate the deficiencies of fixed-point poverty alleviation and project-based poverty alleviation,it is necessary to develop the advantages of fixed-point poverty alleviation mode,establish a long-term mechanism for industrial development,further optimize the education in poor areas,and strengthen the construction of ecological environment in poor areas,thereby supporting rural revitalization.It is of significance to upgrade the project-based poverty alleviation mode,advocate corporate social responsibility,strengthen the guidance and training of poverty alleviation personnel in the project area,actively introduce excellent talents and optimize the poverty alleviation team;deepen cooperation with the government and social organizations to improve the accuracy,professionalism and sustainability of poverty alleviation.It is essential to organically integrate fixed-point poverty alleviation with project-based poverty alleviation,manage the poverty alleviation personnel and funds overall,and establish complete information exchange platforms,strengthen the information diffusion in poverty-stricken areas,and promote investment invitation and product marketing with Internet technology.
