Resetting Rights And Interests Of Multi-stakeholder: Research On Regeneration Method Of Inventory Land Of Urban Industrial Parks

During the past three decades,impressive achievements have been made by industrial parks in China.Meanwhile,a large amount of inventory land have been accumulated.In contemporary society,China is confronted with national transformational development,constraints for resources and environment and deeper promotion of urbanization.In the context of the three above-mentioned circumstances,the inventory industrial land has turned into an inevitable and thorny issue for quantities of cities in the era of inventory development.However,from another point of view,the inventory industrial land could also be regarded as valuable treasure that has experienced "secondary regeneration".In the perspective of inventory planning,the thesis focuses on the regeneration method of inventory land of urban industrial parks.The regeneration is deemed to be "resetting rights and interests of multi-stakeholder" and such comprehension is the basis of the thesis.By means of interview,observation and induction,a planning method of regeneration for inventory land of urban industrial parks has been established and it is multi-dimensional in space and policy.Empirical research on Changzhou National Hi-Tech District(CND)has been conducted,to apply and explore the practice of the regeneration method.In accordance with the problems emerging from the empirical research,the regeneration method is calibrated and modified subsequently.Promotion of theoretical exploration of inventory planning and guidance of relevant planning practice in vast areas is anticipated in the thesis.The conclusions are summarized as follows.First of all,the orthodox regeneration methods of industrial parks are in the dilemma of institution and thinking in the new era.Therefore,transformation of planning method is expected.Second,the regeneration of inventory land of urban industrial parks is resetting rights and interests of multi-stakeholder.The reduction of transaction costs is the fundamental objective of the regeneration.Third,in the era of inventory development,dynamic process and policy planning is placed more emphasis in regeneration method of inventory land of urban industrial parks.Fourth,regeneration method of inventory land of urban industrial parks is composed of general ideas in the dimension of strategy and planning measures in the dimension of implementation.More specifically,planning methods,policy instrument and spatial distribution are contained in the general ideas.Patterns of supplying land,platform for regeneration and first attempt of catalyst are contained in the planning measures.Fifth,regeneration of inventory land of urban industrial parks is extremely complicated and is difficult to be coped with by orthodox large-scale and extensive planning methods.In consequence,it is necessary to consider local conditions and adopt small-scale and refined design to meet real needs of each industrial park.Last,regeneration of inventory land of urban industrial parks is a dynamic process and should be promoted gradually.In order to strengthen the feasibility of implementation of planning,adjustment to the market feedback is suggested be made.In this thesis,the chapters are arranged as follows.Chapter One is the introduction.The necessity and significance of transformation of the urban and rural planning and redevelopment of the inventory land of urban industrial parks is demonstrated.Thus the introduction of the research object is illustrated,followed by the significance,framework and methods of the research.Chapter Two is the literature review and experiences of domestic and foreign practice.The basis of research is interpreted from aspects of inventory planning,regeneration of urban industrial parks and inventory land of industrial parks.On the other hand,the basis of practice is interpreted from domestic and foreign experiences.Chapter Three is the analysis of the regeneration of inventory land of urban industrial parks.The orthodox planning methods are in dilemma and call for transformation.The connotations,targets and requirements for planning methods of the present regeneration of inventory land of urban industrial parks are analyzed.Chapter Four is the research on regeneration method of inventory land of urban industrial parks.Regeneration method of inventory land of urban industrial parks is composed of general ideas in the dimension of strategy and planning measures in the dimension of implementation.Chapter Five demonstrates the general ideas of regeneration of inventory land of CND.In the case study of CND,regeneration patterns,function selection and spatial distribution of regeneration method are applied and analyzed.Chapter Six shows the planning measures of regeneration of inventory land of CND.Based on the case of CND,patterns of supplying land,first attempt of catalyst,reward and punishment mechanism,guarantee in full process and differentiated guidance are probed.Chapter Seven is the discussion of regeneration method of inventory land of urban industrial parks.In accordance with the problems emerging from the case study,the regeneration method is calibrated and modified subsequently.The modification contains several aspects such as dynamic feedback adjustment,exploration of the pilot policy and practice of smart decline.Chapter Eight is the conclusion of the thesis.The research contents are summarized and research prospects are proposed.The whole thesis contains about 49 000 words,88 pictures and charts.
