Research On The Development Obstacle And Countermeasures Of Rural Planning In Maoming City In The New Period

The construction of new socialist countryside is a long-term and arduous strategic task in our country in the future,rural planning has been incorporated into the statutory planning system by the urban and rural planning act.But in the actual operation,because of the long-term existence of the urban-rural dual system,rural planning,lack of overall consideration of urban and rural areas,the problem of moving urban planning to rural planning is becoming increasingly acute.The issue of agriculture,rural areas and farmers is a fundamental issue affecting the national economy and people’s livelihood.In August 2017,Guangdong Province issued an experimental plan to create a new socialist rural demonstration village in 2277 poverty-stricken villages.At the same time,in the report of the 19 th national congress of the communist party of China,General Secretary Xi Jinping formally put forward the "strategy of rural revitalization",which is planned to realize the strategy of rural revitalization by 2050,and comprehensively realize strong agriculture,rural beauty and farmers’ wealth.Aiming at the existing problem of rural planning in practice,from the higher authorities to the top-down multiple levels of rural planning put forward new countermeasure and the suggestion,for other domestic areas,especially in remote areas away from the city to provide certain reference to carry out the new rural construction.The paper is based on the background of the national and rural planning in the new period of the 13 th five-year plan.Taking the rural planning of Maoming city as an example and combining the successful experience of rural planning and research results at home and abroad,the rural planning problem is studied at the combination of questionnaire survey and field interview.Finding the rural planning has its unique regional characteristics.We should not expect the development of rural model like urban model from the perspective of cities in advance.Instead,we should base on the traditional rural history and culture,thecharacteristics of rural agglomeration and life,and the trend of industrial development.Taking into account the relationship between urban and rural areas as a whole according to the actual situation of rural areas,and formulate rural planning based on the overall planning of townships and land use planning.With the participation of departments at higher levels,local governments,village committees,professional planners and the public,we can work out a sustainable and distinctive rural planning model through collective thinking.The higher authorities shall improve the legal system of rural planning,improve the joint mechanism of all departments,increase financial strength and strengthen the law enforcement and supervision of rural planning.Local governments should play party organization’s cutting edge exemplary role,transform in the process of rural planning functions,attach importance to planning guidance,rationally allocate various resources,explore rural culture and create industrial characteristics.Village committees should play the role of "Bridges",make village affairs public and actively guide villagers to participate in village affairs.Planners should carefully interpret policy documents and put forward professional Suggestions and countermeasures,go deep into the countryside and tap the potential of the countryside,use plain language to express simplicity,coordinate science and democracy,and stick to the "bottom line" of planning.The public should raise the awareness of active participation,multi-channel and multi-form participation in planning,follow up and revise the plan,ensure the implementation of the plan,and support the construction of new rural areas.
