Research On The Land Use Planning During The Transitional Period On The Background Of Urban-rural Incorporation

The author researches into the mechanisms that the problems of urban-rural land use brings out deeply according to generally analyzing of the background and problems of urban-rural land.Based on this,studying in some different perspectives of planning making,planning managing and planning implement,the author tries to build up a new type of urban-rural integrated land use planning methods and strategies which not only possesses urban-rural integrated planning concept and manipulation possibility but also suits to the character of transitional period and the nowadays urban planning system by thousands of planning practice and some interrelated planning theories in China and abroad.The author mainly studies and talks about the mechanisms that the problems of urban-rural land use brings out and the land use planning methods and strategies during the transitional period on the background of urban-rural incorporation.In our country,the background of urban-rural land is very complicated which not only contains traditional difficulties such as urban-rural dual structure,critical land resources and farmland protection but also faces with some emerging problems such as changes in land use institution and transitions in planning making and management.In this background,our country is confronted with lots of problems including lacking of co-ordination of urban-rural land,excessive use of cultivated land for construction purposes,extensive land use waste and many unreasonable in structure and layout of the land.For this reason,the paper author researches into the mechanism in the perspective of"subjective and objective".In the perspective of subjective,the author points out that there are two kinds of misunderstandings in land use problem.In the perspective of objective,the author considers that we need abiding by the inherent structural relationship between the inherent power and mechanism in urban-rural development and social system and social environment to study land circulation problems.So,referring to the development concept of urban-rural incorporation,the author firstly clearly indicate that the core and emphasis of the urban-rural incorporation work is the study of land use by analyzing the contents of urban-rural incorporation planning work and learning from the experience of planning,secondly,based on the experience of planning in China and abroad,the author pointed out that the planning must play an important role in urban-rural incorporating.On the base of understanding,the author probes the urban-rural integrated planning theory which suits the character of the transitional period in our country.This kind of theory is foundation of urban-rural planning theory,only until possessing the whole cognition of the urban-rural space,we can establish various kinds of sub-theories and methods and strategies,and further we can provide basis of thought and theoretical support for land use methods and strategies which suit for the characters of urban-rural incorporation during the transitional period. In all,after displaying background,stating problem,studying mechanisms,introducing concepts,probing theories,the author raises "the land use planning methods and strategies during the transitional period on the background of urban-rural incorporation" from two dimensions of planning countermeasures and institution and management countermeasures.Planning countermeasures contain planning making strategies and planning technical support strategies and methods,and institution and management countermeasures include planning institution support strategies and planning management strategies.
