China is located between the seismic belts of the Pacific Rim and the Eurasian Seismic Belt.Earthquakes occurs frequently and have high intensity and do great harms. The contradiction between the high-speed urban development and lagging urban comprehensive disaster prevention capabilities and urban infrastructure will become the urgent problems to be solved in the future. Some countries and regions like Japan and Taiwan have rich experience practically and thetheoretically in the planning of urban disaster prevention systems and urban disaster prevention and avoidance green space, and are constantly being corrected and promoted through practical feedback.China’s mainland areas started late in the research and construction of urban disaster prevention green space. They lack a clear set of goals and plans for urban disaster prevention and avoidance green space systems. They lack theoretical and practical experience and are still at the stage of learning and exploring advanced experiences..As an important urban disaster prevention base and urban green space, urban park green space plays an important role as refuges in earthquake disasters and is an important research object in urban disaster prevention and avoidance green space planning.Combining with the status of the scarcity of urban green space resources in our country, the reconstruction of green space in urban parks for disaster prevention is an important direction in disaster prevention space planning at this stage. At the same time,as the disaster prevention and avoidance functions of most urban parks have not been given sufficient attention during the construction period, the ability to prevent and avoid risks has been uneven. In the advanced experience at home and abroad, assessing the disaster prevention capacity of urban disaster prevention is an important basic content of urban disaster prevention system planning and urban disaster prevention and avoidance green space planning, and it is important to consider whether disaster prevention bases can meet the needs of disaster prevention planning. Therefore, this paper constructs a set of evaluation system for earthquake resistance and hazard reduction in urban comprehensive parks, and explains all evaluation factors from qualitative and quantitative perspectives.According to the obtained evaluation system, the questionnaire was designed, and the basic data required by AHP was obtained by using expert scoring. Then the weight of each evaluation factor was obtained through the calculation of AHP.At the same time,in combination with the analysis of the evaluation factors mentioned above, the evaluation criteria were quantified, and the scoring criteria were formulated in three levels. Finally, this paper takes Guangzhou Pearl River Park as a practice object, and uses this evaluation system to evaluate the capacity of earthquake resistance and hazard reduction of the Pearl River Park. The evaluation results show that: 1)The natural site conditions and surrounding environmental conditions of the Pearl River Park are relatively good, and the internal functional conditions and disaster prevention facilities conditions are relatively general. It is suitable as the planning target for urban disaster prevention and avoidance green space.2)As an urban comprehensive park dominated by afforestation and landscaping, the focus of disaster prevention and construction should be on the addition of disaster prevention facilities and the construction of disaster prevention space.
