Application Of PPP Model In Civil Air Defense Engineering

Since the reform and opening up,China’s urban construction has developed rapidly.Meanwhile,the construction of civil air defense projects has also increased steadily and the influence of civil air defense projects on urban economy and people’s life has also been gradually improved.Civil air defense projects have the characteristics of basic and public welfare,and are of great significance to the development of national cities.So one of the important responsibilities of the government is to develop and construct civil air defense project.However,in the traditional construction mode,the civil air defense project is "completely arranged" by the government and restricted by financial resources,efficiency and other factors,so the civil air defense project construction cannot keep pace with the pace of economic and social development.Therefore,while the civil air defense project is steadily advancing,it also exposes many shortcomings: First,the number of projects is insufficient.The number and area of projects directly affect the number of hidden population in wartime and at present,the number of existing projects can not meet the hidden needs of the population.Second,the project distribution is unreasonable.There are relatively many civil air defense projects in the new urban development areas,but the number of projects in the old urban areas is far from enough to meet the demand.Third,the types of supporting facilities are incomplete.Population concealment,supporting projects and material reserve projects account for a large proportion,while the proportion of medical aid,communication support and air defense professional team projects is too small.Fourth,the maintenance of the project is not in place.The usual maintenance of various equipment such as explosion-proof door,air purification,lighting indicator light in the civil air defense project is not in place,which is unable to meet the use requirements.Faced with these problems,the civil air defense departments solve them by building public civil air defense,adjusting the distribution and type of projects and strengthening daily maintenance,etc.However,the shortage of funds restricts the public civil air defense projects.The development of civil air defense project construction can not only rely on government capital,but also need to be synchronized with the reform and innovation of investment and financing mode of civil air defense project construction.The research shows that in the construction of urban infrastructure,the adoption of PPP model can drive the urban economic growth point,accelerate the transformation of government functions and give full play to market rules.Widely using this model can create new economic growth point,promote supply-side reform and serve the people.Based on the research on the application of PPP mode in infrastructure construction at home and abroad,this paper combines with a PPP mode civil air defense project in Dezhou City,Shandong Province,and tries to find out the problems in the application of PPP mode in civil air defense engineering in China.And according to the problem,this paper formulates some targeted strategies,so that the application of PPP model can be more perfect development.The paper is divided into six chapters.Chapter 1 is the introduction,which clarifies the background and significance of the research,summarizes and summarizes the current research situation at home and abroad,and clarifies the research methods and contents of this topic based on the current research foundation;Chapter 2 is the theoretical overview of PPP mode,which respectively elaborates on the definition,classification,basic characteristics and functions of PPP mode,and finds solutions to the problems of using PPP mode to manage civil air defense engineering theoretical basis.Chapter 3,the application case analysis of infrastructure in domestic and foreign cities under PPP mode.This chapter lists three typical management cases abroad and two typical cases at home under PPP mode,and through the analysis of the advantages and disadvantages of the actual project,the third chapter excavates the problems commonly existing in the operation of PPP mode in China,and provides practical basis for civil air defense project to use PPP mode.Chapter 4,the case of PPP mode used in civil air defense engineering in our country-take a civil air defense project in Dezhou as an example.It analyzes the necessity and feasibility of applying PPP mode in the civil air defense project of dezhou city,and it also analyzes and summarizes the operation process of the whole project,especially the operation mode and comprehensive benefits.Through the analysis of practical cases,the chapter four summarizes the reference significance for the work of civil air defense project managed by PPP mode.Chapter 5,suggestions on PPP model application in civil air defense engineering construction in China.This chapter puts forward countermeasures from the three aspects of PPP mode,namely,government construction,system construction and mechanism construction,and puts forward feasible Suggestions by combining theory with practical cases.Chapter 6 is the conclusion,which summarizes the whole paper and looks into the future.
