Research On Construction Mode Of Civil Air Defense Project Based On PPP

Air defence engineering is an important part of our national defence force and an important aspect of urban modernization construction.Since the new century,due to the increasingly severe international situation and the need of urban modernization development,the civil air defense project has attracted more and more attention,and its rational allocation has become more and more important.However,due to the particularity of civil air defense projects,their construction fund channels are single,usually relying on financial input.After experiencing high-speed economic growth and entering the new normal of development,they still use the past investment and financing methods,which restricts the development of civil air defense projects to a certain extent.In fact,many civil air defense projects have high development and utilization value,and social capital has strong investment intention to enter the field of civil air defense projects.This thesis studies the construction mode of civil air defense projects based on public-private-Partnership(PPP).It has certain reference value for introducing social capital into the construction of civil air defense project.(1)Based on the construction mode of civil air defense engineering cooperation between the government and social capital,based on the relevant concepts of civil air defense engineering and related theories of PPP mode,the necessity and feasibility of PPP mode applied to civil air defense engineering are analyzed.By comparing three different operation modes in generalized PPP and combining with the construction characteristics of civil air defense projects,the PPP mode is more suitable for the construction of civil air defense projects.(2)The game relationship between stakeholders of civil air defense PPP projects,namely the government and social capital,is discussed,an evolutionary game model is built,and the factors that influence the behavior and strategy selection of the game players of the government and social capital in civil air defense PPP projects are studied.Various evolvement stable state of the game system of government and social capital,explore how to achieve effective supervision.(3)Finally,the theory is applied to the case analysis,and the feasibility of applying PPP model to the reconstruction project of Zhengzhou the civil air defense project is analyzed by using value for money evaluation and financial affordability evaluation,and the government supervision suggestions are put forward based on the game evolution results.
