Research On Russian Central Asia Energy Strategy

The Central Asian region is the geo-strategic hub of Eurasia and the place where the interests of many major powers meet.After the disintegration of the Soviet Union,Central Asia emerged as a new geopolitical sector on the world political stage.Because of the rich oil and gas resources in Central Asian countries,the Central Asian region has become an important bargaining goal for major international powers.After the disintegration of the Soviet Union,Russia's goal of controlling Central Asian energy contradicts limited economic strength.Russia's intention to control Central Asian energy contradicts the intention of Central Asian countries that they would like to get rid of Russian control.With the extraterritorial national oil capital entering the Central Asian oil and gas field,Russia's dominant position in the energy industry in Central Asia is facing major challenges.The energy industries,especially the oil and gas industries,are the pillar of the Russian economy.Energy security is the lifeblood of Russia's social political and economic development.The important position of the Central Asian countries as an energy exporter and an important part of Russia's energy pipeline exports is extraordinary important.Russia's energy strategy for Central Asia is a product of the close integration of energy and geopolitical strategies.Russia's aim is to consolidate its geostrategic position in Central Asia while cooperating with Central Asian countries.Russia's aim is to enable Central Asian countries to serve the national interests and international strategies of Russia,while leveraging its strategy in Central Asia.Any extraterritorial major country should seriously study and understand the Russian Central Asian energy strategy if they want to intervene in the energy field in Central Asia.This paper analyzes the development process of energy relations between Central Asia countries and Russia,and the factors affecting Russia's energy strategy in Central Asia.Moreover,it analyzes Russia's Central Asia energy strategy in details,which includs the principles and measures,goals and priorities of Russia's Central Asia energy strategy,and Russia's difficulties in realizing the Central Asia energy strategy.Furthermore,on this basis,this paper gives the prospects of Russia's energy strategy in Central Asia.Since Kyrgyzstan and Tajikistan are countries with insufficient energy,especially oil and gas resources,the Russian Central Asia Energy Strategy Study only deals with the energy relations between Russia,Kazakhstan,Turkmenistan and Uzbekistan in this paper.This paper uses Russian geopolitical theory to analyze the factors affecting Russia's Central Asia energy strategy from the perspective of geopolitical structural analysis.Firstly,it analyzes the behavioral units—countries which involved in the Russian Central Asia Energy Strategy.Secondly,it analyzes the background of the Russian Central Asian energy strategy-the interaction between Russia and Central Asian countries and the formed spatial pattern.In other words,to analyze the impact of geo-power structure in Central Asia and the imbalance of geo-power structure on the relationship between countries involved in the Russian Central Asia Energy Strategy.Finally,the energy geopolitical space involved in the Russian Central Asian energy strategy is regarded as a whole object,and the interaction of interaational political actors in this space in the case of strong intervention by extraterritorial countries is analyzed.Russia and Central Asia have a long history of energy cooperation and a solid foundation of energy cooperation.The energy economic structure of Russia and the world situation have made Russia's Central Asian energy strategy always face enormous challenges.Both Russia and Central Asian countries are important parts of the integration of Europe and Asia.Therefore,Russia should accelerate its economic restructuring and accelerate the modernization of the energy industry.Russia should actively carry out cooperation with Asia-Pacific countries,especially with China,implement a more active energy strategy.Russia should abandon the chauvinistic thinking of big countries and make new Russia's Central Asian energy strategy,based on equality,cooperation and win-win.Only in this way can Russia and Central Asian countries solve the problems in the energy field as soon as possible,improve the stability of the energy industry in the region,increase the openness and cooperation of the energy market,and achieve a win-win situation for the energy industry.
