Study On The Detailed Planning Results System From The Perspective Of Territorial Spatial Governance

The spatial planning system of China’s national land has been basically completed,and the preparation of detailed plans in the new era has attracted great attention,while the results system,which is an important part of the detailed planning system,needs to be improved and perfected to better meet the needs of national spatial governance.The research object of this article is the detailed planning results within the urban development boundary under the territorial spatial planning system,excluding the village planning and traditional constructional detailed planning outside the urban development boundary.Firstly,this paper summarises the relevant studies on territorial spatial governance,detailed planning preparation system and preparation results system,as well as the relevant theories,and compares and analyses the preparation results of control detailed planning(hereinafter referred to as "control plans")of some typical cities under the urban and rural planning system.The problems that exist in the preparation of control plans under the urban and rural planning system.Secondly,it discusses the transformation of detailed planning to meet the needs of national spatial governance,and analyses the new changes and requirements of national spatial detailed planning,as well as the changes in the preparation results of national spatial detailed planning.Finally,based on the analysis of the governance-oriented national spatial detailed planning system,the detailed planning preparation results system adapted to the needs of national spatial governance is proposed,mainly including the composition of the results by type,the content of the results by level,as well as the quality control,review and approval and dynamic maintenance of the detailed planning results in order to adapt to the needs of national spatial governance.From the perspective of territorial spatial governance,the proposed detailed planning preparation results system is an active research and exploration of detailed planning preparation,which not only refines and enriches the content and levels of the research field of detailed planning preparation,but also provides ideas and references for the reform of detailed planning under the territorial spatial planning system in China,as well as the practice of detailed planning preparation in various places.Figure [57],table [8],reference [100]...
