Study On The "One-stop" Cross-border Customs Clearance Mode Of Highway Ports In Yunnan

With China’s accession to Greater Mekong Subregion Cross-Border Transport Facilitation Agreement(GMS Facilitation Agreement),the requirement of customs clearance convenience is getting higher and higher.Thus,building a "one-stop"cross-border customs clearance mode that adapts to port development has become the core of improving cross-border customs clearance in China.As an important province participating in GMS Facilitation Agreement,the customs clearance development of Yunnan highway ports cannot be ignored.However,the existing customs clearance mode of Yunnan highway ports are in a low level,which cannot meet the "one-stop" convenient customs clearance envisaged in GMS Facilitation Agreement.Therefore,this paper focuses on customs clearance,and constructs multi-level"one-stop"cross-border customs clearance modes to explore the selection of customs clearance mode for highway ports in Yunnan province.First,e-government,government integration,seamless government and transaction cost theory are reviewed,which provide a theoretical basis for the construction of the"one-stop"customs clearance mode.Second,through the literature review and interview,the customs clearance situation of Yunnan highway ports is analyzed.It is revealed that there are problems in Yunnan highway ports,such as departmental independent,information clogging and low-level customs clearance mode.Fourth,the self-organized map is used to cluster the Yunnan highway ports,and the advices for"one-stop"customs clearance mode selection in different ports are given.Finally,based on the clustering results,suggestions are made to improve cross-border customs clearance for four types of highway ports in Yunnan.In summary,this paper focuses on"one-stop"customs clearance mode to study the convenient level of customs clearance modes in Yunnan highway ports.The study stated above provides a reference for strengthening ports construction and pushing GMS Facilitation Agreement forward.
