Analysis And Researches On The Strategy Of Disaster Prevention And Mitigation In Plain Villages

In recent years, disasters happened frequently. Disasters, such as earthquakes, mudslides, landslides, floods and so on, will bring great losses to the human society. Because of the backwardness on economic, medical, and the facilities of disaster prevention and so on, disasters will give great losses to villages. Villages are weak fields on disaster prevention and mitigation in our country, whose ability of withstanding disasters affects the overall level of disaster prevention of our country directly. In a variety of disasters, earthquake is the most serious threat to our country, and has a high frequency in villages. But because of the backwards on all aspects, villages will suffer more serious losses. Because plain occupies a larger area in China, there are a number of plain villages, they have a greater chance of earthquake, and the plain villages has almost all common fectures that most villages have, this paper aims at improving the ability of disaster prevention of villages and achieving disaster prevention and mitigation, and the key is the strategies of the earthquake disaster prevention and mitigation in plain villages.Firstly, this paper analyses several common disasters briefly in modern plain villages and gets some technical or instructional strategies. And because earthquake is the serious threat to villages, so the study focuses on the earthquake disaster.This paper studies the mechanism of earthquake and its generation, analysis the occurrence of earthquake and some of control strategies, and lists some elements which can affect the loss of the earthquake disaster in village. The method of gray correlation compares these elements from two sides- qualitative and quantitative, and determines the severity of the impact on village losses and the order of the factors mentioned above. Villages can carry out the measures of disaster prevention based on this order and can avoid the waste of the resource and the blindness of disaster prevention. Thirdly, this paper studies village earthquake from the macro and micro. In the macro, the paper gets some strategies through analyzing the area which contains many villages and the single village from the planning level. Villages can establish a complete disaster prevention and mitigation system through a comprehension of the disaster prevention of the time, space and various disasters. In the micro, the paper analysis some elements in village and obtains some strategies. Finally, the paper analysis some technical measures and strategies, sums up several common advanced techniques in the earthquake disaster prevention and mitigation, lists and analysis some appropriate technologies which can be used in villagesThe disaster prevention and mitigation is a serious problem of our country.The implementation of comprehensive disaster prevention can avoid the duplication of investment and waste of resources and reduce disaster costs. The use of the appropriate technology is the key to solve the problem and the difficulty the stress of this research.
