Research On The Innovation Of Local Government's River Chief System Management System

In 2008,the river chief system was promoted because of its large-scale blue algae outbreak incident in Wuxi City,Jiangsu Province.Different from the previous policy implementation route of "national publishing-local pilot-total promotion",the generation of the river chief system follows the policy path of "local innovation-learning from all over the world-national publishing-comprehensive promotion".The production of the river chief system is a new thing.It has played a certain role in the nature of its "head contracting" and "administrative accountability".It has changed the phenomenon of no one to care about rivers and lakes in the past,and has caused the local main party and government to take seriously.However,the current theory of the river chief system is insufficient to follow up,and the specific results have not yet been clarified.There are some controversies in the academia.How to build it into a long-term system still needs research and discussion.This thesis intends to explore the governance concept embodied in the innovative practice of the river chief system in the form of case study,and find out its current limitations while summing up the results..Based on the definition of "river chief system",ecological civilization construction,performance appraisal and other related concepts,based on the bureaucratic system,good governance,and holistic governance theory,taking Zhoushan,Zhejiang Province as the focus case,the thesis analyzes and summarizes the innovations of the river chief system.Through analysis,it can be seen that the river chief system has changed the defects of the past divided rivers and lakes,and used the holisic governmance theory to coordinate the relationship between the government and the departments,integrate relevant resources,and drastically carry out river and lake management,which has been achieved good practice performance in recent years.Compared with traditional river and lake governance policies,the river chief system has breakthroughs and innovations in governance concepts,subjects,logic and methods.However,due to the limitation of environmental conditions,the current holisic governance concept has not exerted the maximum effect.At present,there are still deficiencies in excessive concentration of decision-making power,vague subject responsibility and assessment criteria are not specific.The fundamental reason lies in the backwardness of the legal system in China,the imperfect bureaucratic system and the imperfect accountability mechanism.Although there are still some shortcomings in the current river chief system,from the perspective of its environmental benefits,it still outweighs the disadvantages.It should be actively promoted.It is recommended to improve the system construction,pursue the public interest and build holistic responsibility,trying to expand the holistic governance concept,.In terms of aspects,we will improve the external conditions such as the legal system and the accountability system,internalize environmental awareness and moral concepts,seek the help of enterprises and society on the basis of the government's macrocontrol,and jointly form a joint force to explore the reform of the river system.Develop a path to build a water governance system and an ecological environment system that suits China's national conditions,and truly implement the environmental protection concept of "lucid waters and lush mountains are invaluable assets".
