With the proceeding of China’s urbanization,the urban area has been continuously expanded,and the scale of project construction has been increasing rapidly.The resulting dust pollution problem has become more and more serious,and the public’s demand for construction dust pollution prevention is also increasing.As a result,governments at all levels have successively issued laws and regulations and local regulatory documents on construction dust pollution.The construction of a project is generally affected by the government’s dust control,as a result,the project costs are increased to a degree,and profits are reduced accordingly.Due to the suspension and limited production of raw material manufacturers in various cities,especially the impact of cement,commercial concrete,sand,stone,lime and other materials,coupled with the management of overloaded load restrictions and restrictions,the supply of resources is critical.Insufficient supply of materials has led to an increase to material prices.The dust control has become a factor that must be considered in the construction project.The construction phase is the stage that cost the most investment,and it is the key stage of the project cost control.Due to the uncertainty and coercion of the dust control factors,if the impact of dust control factors on the project cost were not properly considered at the construction stage,it will inevitably lead to irreparable economic losses,and even lead to an unacceptable consequence of project cost control.Project cost refers to the construction price of a project,which refers to the sum of all the expected or actual expenses needed to complete the construction of a project.For the investors of the construction project,the project cost is the project investment and the price paid by the "purchase" project.At the same time,it is also the basis of pricing when investors "sell" projects as the main supplier of the market.For construction units,the project cost is the sum of the prices of commodities and services they sell as the main suppliers of the market,or specifically the project cost of the scope,such as the construction and installation project cost.The two meanings of the above engineering cost are to grasp the essence of the same thing from different angles.This paper studies the cost control of construction stage under the background of dust control from the Angle of construction unit.In order to effectively prevent and resolve project risks related to dust control,to reduce project cost,to enhance the project’s ability of improving quality and efficiency,and to enhance the competitiveness of enterprises,the construction unit must make corresponding adjustments in project management to adapt to the impact of dust control.In view of the above-mentioned related problems,this paper analyzes the influencing factors of construction cost control in the construction phase under the background of dust control from the aspects of various engineering management links in the 7th Zhongyuan Auto Industry Park project of Zhongyuan 7th Bureau,and proposed that the project bidding link,Contract signing and management links,construction organization design links,dust special management links,and material management links are the key links of project cost control.To achieve the project cost control objectives under the dust control background,the management of these five links must be done well.Through the analysis and research of actual cases,this paper has provided reference for the majority of engineering project managers in understanding the mechanism,control methods and measures of construction cost control in the construction stage under the background of dust control.
