In almost every circumstances,engineering construction project takes long period and needs amounts of investment,which necessarily means cost control is essential through the whole construction period.Furthermore,relative to the implementation and operation maintenance phase of the construction project,it is decisive and vital for the life span investment management of construction project to control the cost based on design stage.It has been found from researches that the majority of impact on project investment derives from design stage,which contrarily consumes least amount of time and money.According to statistics,influence from design stage can reach up to 75%of the total cost of project.Although in recent years,in our country,construction project investment increases rapidly,while researches on design stage cost are still relatively scarce without well-marched cost control measures and short of a set of complete method and theory system.Based on the construction project cost management theory,this paper studied construction project cost control in design stage and thoroughly analyzed its current situation.Consequently,it summarized the current problems of this issue in our country.On the basis of the research design phase cost control theory,summarized the basic principles of the design phase of the construction project cost control,and overall train of thought,and the scheme design,preliminary design,technology and construction drawing design of each stage of cost control and the main task of the workflow,and briefly analyzes the design phase cost control methods.Combined with national and international theoretical researches and practical application situations about construction project cost control methods,this paper systematically introduced and theoretically analyzed Life Cycle Cost,Value Engineering,Quota Design,and Quality Function Deployment(QFD)and other cost management methods.In this paper,the usage conditions,working procedures and problems of various methods are introduced in detail,and the shortcomings of various methods are summarized through the analysis and comparison of various methods.In this paper,we first use the LCC for economic analysis.The feasibility of the project is discussed by calculating the Economic Net Present Value and the Economic Internal Rate of Return of the construction project.Utilizing Value Engineering Analysis Method,this paper initially chose,analyzed,and confirmed the optimal entry point of value engineer in design stage,and then conducted research in the sequence of function definition,finishing,and evaluation,comparing and finally choosing various design schemes.On this basis,this paper applied Quota Design Method to study construction cost control.Meanwhile,this paper confirmed design quota by Quality Function Deployment,and distributed it via value engineering,finally making up deficiency of traditional quota design.At last,the modified cost control method was applied to analyze specific cases in this paper,verifying its rationality and feasibility and simultaneously this paper put forward a set of procedure of construction project cost management in design stage which can primarily realize the aim of construction project investment management.
