Research On The Method Of Determining Flights Cut-off Time

With the continuous increase of airport throughput and the national attention to the civil aviation industry,the issue of airport flight normality has attracted great attention from all walks of life.In order to ensure the normal take-off of flights,airports,transport airlines and air traffic management have jointly stipulated the flights cut-off time,but there are no industry regulations to find the provisions of the flights cut-off time,and there is no theoretical basis to support it.At present,the flights cut-off time at most domestic airports varies from 30 to 45 minutes,i.e.30-45 minutes before flight take-off(planned departure time).Some hub airports,due to their large passenger throughput,specially target international and regional flights,and even intercept flights 60 minutes before flight take-off.Therefore,this paper chooses the method of determining the flights cut-off time to provide an effective basis for airports,transport airlines and air traffic management to stipulate the flights cut-off time.Firstly,this paper defines the flights cut-off time,and makes a comprehensive analysis of passenger departure process and aircraft ground guarantee process,and obtains ten main factors affecting the flights cut-off time are completed passenger boarding,stowage balance calculation,baggage loading,meal distribution,gallery bridge docking,terminal configuration,aircraft refueling,cargo loading,cabin cleaning and gallery bridge evacuation.Secondly,it makes qualitative analysis and quantitative calculation of the factors affecting the flights cut-off time by using integrated DEMATEL-ISM method,and deeply excavates the influence range of the interaction among the factors.Thirdly,use the SPSS statistical analysis software,queuing theory calculation and Anylogic system modeling and simulation software three methods,statistical analysis and theoretical calculation as guidance,and computer simulation as a means,combining with the actual case of Shuangliu International Airport Terminal2,Statistical analysis value,theoretical calculation value and simulation validation value,and analysis of flight interception time obtained by three methods;Finally,according to the value of flights cut-off time obtained by three methods,it is suggested that the flights cut-off time of Shuangliu International Airport(domestic departure)should be from 6:00 to 9:00 a.m.should be 45 minutes.and the remaining time should be 40 minutes.
