With the deepening of China’s railway reform and the continuous innovation of the management system,the refined operation goal of railway to improve its own economic benefits becomes more and more obvious.Railway logistics park,as an integrated carrier in freight marketing,transportation organization,customer service,and value-added benefits,is still in traditional mode taking transportation production as the core in the field of strategic layout,functional allocation,operation management,production organization and coordination of the local economy.It cannot fully meet the needs of market development and reform of railway,so promoting the transformation of railway logistics parks development is imperative.Based on the main problems of railway logistics park and the comprehensive analysis of the economic environment,the logistics market demand,and development trend of logistics industry,it is proposed that the market-oriented transformation of railway logistics parks is the inevitable trend.By analyzing transformation methods from the perspectives of the market positioning of railway logistics parks,operation management,personalized product development,and logistics cooperation & pricing methods specific,this paper tries to explore the market-oriented transformation mode of railway logistics parks.This paper mainly studies the following contents.(1)Status quo analysis.By analyzing the current situation of the development of domestic,international railway logistics park,and good experience,the problems of railway logistics parks in our country is found in the field of the function layout,market demand,business process,price formulation and benefit evaluation,etc.On the basis of characteristics of logistics industry,from the continuity of demand response time,production,inventory levels,transport efficiency,and quality of customer service,etc.,this paper expounds the necessity of railway logistics parks market-oriented transformation.This is helpful to propose our ideas.(2)Transformation mode.Market-oriented transformation mode of railway logistics parks is presented.From the external,strengthen market positioning,network operation and social logistics cooperation.From internal,improve the function of logistics park,optimize business processes,develop personalized service products,and studies the pricing mechanism of logistics park using revenue management method,andimprove service quality and profitability of logistics park by innovative operation mode.(3)Evaluation method.This paper uses DEA model to evaluate the marketization of railway logistics parks transformation scheme.By the analysis of the indicators of logistics system,measuring whether the resources are used effectively,measuring whether the input variables produce maximizing outputs,and construction of railway logistics parks marketization operation benefit evaluation model,the effect of the marketization of railway logistics parks transformation scheme is studied scientifically.(4)Case study.A and B railway logistics parks are selected to implement and verify the transformation scheme,and they are compared with other existing railway logistics parks.By analyzing and comparing the effect of implementing the market-oriented transformation,suggestions for optimization and improvement are proposed.This research provided a reference for studying the market-oriented transformation of railway logistics parks.
