A Study On The Performance Evaluation Of Spatial Governance Of Rural Management Community From The Perspective Of Sustainability

Under the new round of village and town era changes,the village and town operating communities have experienced the evolution process of "bottom-up" space spontaneous growth and "top-down" policy outward promotion.Under the change of the current urban era,the rural business community has experienced the evolution process of "bottom-up" space spontaneous growth and "top-down" policy outward promotion.Among them,there are many problems in the transformation and development of village and town operating communities,such as waste of resources and environmental pollution,low-density and disordered use of land,homogenization of village and town industries,frequent and difficult to manage population flow,etc.Therefore,for the management and operation of the village and town operating community,it is necessary to turn the perspective to spatial governance.Only governance innovation can become the key to solve the transformation difficulties.Starting from the research paradigm of "theoretical induction empirical researchstrategic guidance",based on the perspective of the performance of the rural management community space governance,and based on the theory of government behavior and performance management,this paper defines the connotation of the key concepts of sustainable development,the rural management community,and the performance evaluation of space governance,and constructs the evaluation of the sustainable space governance of the rural management community Taking 12 villages and towns in Anji County,Zhejiang Province as an example,the price index system and evaluation model are used to evaluate and analyze the comprehensive performance,classified performance,five-dimensional ielhg system(industrial upgrading,environmental remediation,quality of life,human characteristics,social governance)and PSR coordination index of 12 samples.Based on the analysis results,the spatial governance of village and town operational communities is proposed The purpose of practice strategy guidance is to provide advice and reference for the decision-making and policy-making of relevant governing bodies.The main research results are as follows:(1)Through the internal and external industrial and economic radiation driving factors,this paper classifies the development forms and characteristics of the villages and towns’ operating communities,forming four categories: the economic radiation driving type of the central town of the county,the driving type of agricultural specialization and cultural characteristics,the driving type of the comprehensive development of the township industry and the driving type of the tourism of the scenic village.Based on the sustainable theory,government behavior theory and performance management theory,this paper defines the basic concepts involved in the performance evaluation of village and town management community space governance,puts forward the essence,objectives and characteristics of village and town management community space governance,expounds the meaning of performance evaluation in this study,and preliminarily realizes the theoretical construction of the performance evaluation of village and town managementcommunity space governance Structure.(2)Based on PSR pressure state response model and "five beauties" goal of the guide to the construction of beautiful cities and towns,ielhg-psr for spatial governance is expanded Diamond model has formed an evaluation index system from five dimensions of industrial upgrading,environmental remediation,quality of life,human characteristics and social governance.Delphi method is used to delete and select the indexes,and the system finally covers five first-class indexes,14second-class indexes and 36 third-class indexes.AHP and Yaahp 10.1 software are used to make the consistency of the index system It is found that the importance of environmental improvement,quality of life,industrial upgrading,social governance and humanistic characteristics of the five-dimensional criteria decreases in turn.(3)The performance evaluation system of sustainable spatial governance of villages and towns has been applied by selecting 12 samples of villages and towns in Anji County.The results are obtained by using the method of unified and balanced evaluation: the highest comprehensive scores of spatial governance of Xilong,Xiaoshu and jingwan are the first echelon,Baofu and Shanchuan are the second echelon,Zhangwu and zhuanshanchang are the third echelon,The fourth echelon is all the other remaining villages and towns;from the perspective of classification,the comprehensive scores of Jingcun tourism industry driven and agricultural specialization culture driven villages and towns are generally high,while the comprehensive scores of towns and villages driven by the comprehensive development of township industry and the economic radiation of the central town of the County are slightly low;using the ielhg-psr model to draw the radar map and evaluate the operating communities of 12 villages and towns respectively The five dimensional system scores of the district are high and low,and the "long board" and "short board" of the community space governance of each village and town are discussed.The development relationship among the 12 sample community PSR subsystems is evaluated by using the coordination function.It is found that the port,Zhangwu and Gaoyu have the highest coordination and the Xiaoshu,Xilong and Baofu have the lower coordination.It is proposed that reasonable control should be paid attention to in the community space governance of the village and town We should make investment and construction volume,carry out precise classification step by step,and remember to invest blindly.We should keep the response level of space governance in line with the pressure and state level,so as to make its development gradually tend to be balanced,and realize the new requirements of sustainable development of coordination among all systems of space governance.(4)Based on the results of case study,this paper discusses the measures to improve the practice of spatial governance of rural business communities from various aspects,and puts forward the guidance of sustainable spatial governance strategies from the three aspects of development goals,implementation paths and security mechanisms,which is helpful to improve the performance of spatial governance of rural communities in China and achieve sustainable spatial governance.
