| In order to meet the new and higher level requirements of the national marine development strategy for marine science research institutes,the construction of a number of parks of marine science research institutes meeting the needs of scientific innovation is the material basis and technical support for the smooth implementation of various scientific research tasks of the institute.Providing high-quality scientific research sub-parks to make up for the shortcomings of the old main park in the use of functions and expand new areas of marine development is also a prerequisite for better maintenance of facilities such as scientific research ships.Pre-project planning can predict and rationally plan the relevant situation of the project from the economic and technological perspectives,so as to ensure the ultimate use efficiency.The construction of sub-parks of marine science research institutes is developing rapidly.However,due to insufficient understanding of the key contents and influencing factors of pre-planning by project construction managers,problems of varying degrees are more likely to occur in the pre-planning stage of sub-parks construction,and then affect the overall use effect of the project.Therefore,it is urgent to sort out and summarize the theoretical basis and core content of the pre-construction planning of the sub-parks of Marine Science Research institutes,and accumulate practical project experience.Firstly,this paper reviews the current situation and needs of marine science research institutes at home and abroad,as well as the development experience of excellent marine science research institutes in the United States,Britain,Japan and China.Secondly,this paper comprehensively expounds the related theories of the pre-construction planning of the sub-parks of Marine Science Research institutes,and explains the concepts of the sub-parks construction subject and development mode,the relationship between the sub-parks and the main parks,and the functional composition of the sub-parks,and introduces the high-tech growth pole theory,the theory of productivity engine and the theory of tripartite integration.Innovation diffusion theory and other core theories.Thirdly,taking a park of ZKY Institute of Oceanology as an example,the main pre-planning elements are: site selection and supporting conditions,functional positioning and layout,policy and financial support,personnel allocation,environmental impact assessment planning,safety measures planning,comprehensive utilization planning,project risk management and control planning,social stability risk analysis,long-term development,etc.The key elements of pre-planning of Marine Science Research institutes’ sub-parks are site selection factors,key points of construction plan design,key aspects of environmental impact assessment,technical measures of energy saving and consumption reduction,methods of project risk management and control,and process of social stability analysis.Our country has invested more and more in the infrastructure construction of marine scientific research year by year,and the construction of sub-parks of marine scientific research institutes is in the ascendant.After years of exploration,construction and accumulation,remarkable achievements have been made.Through the above research and analysis,this paper will further provide some reference for the preliminary planning work of the sub-parks of marine science research institutes in China. |
