The project of PPP(Public-Private Partnership)management mode is a project which is vigorously promoted by the country at present.This project management mode has also attracted the attention of academia,and a large number of research results have been produced every year,which has been on the rise,especially in the past five years.Stakeholder research has reached a peak in 2014 and 2015,and has shown a downward trend in the past five years.It is more and more inclined to its application research.In addition,the existing research on PPP project lacks the research on its social benefits,which needs more in-depth study.Based on the existing research foundation and from the perspective of stakeholders,identifies the core stakeholders of PPP project by using social network analysis(SNA),investigates their key interests,designs social impact evaluation index,combines the analytic hierarchy process(AHP)and the fuzzy comprehensive evaluation method to carry out the social impact assessment of PPP project,and illustrates with examples,there are the major work and results:(1)On the basis of the existing research,this paper defines and classifies the stakeholders of PPP projects according to the three stages of decision-making,construction and operation in the whole project process,screens out 15 kinds of stakeholders of PPP projects,they are government departments,social capital,agent construction companies,consultancy agencies,experts,banks and financial institutions,general contractors,subcontractors,survey and design units,consultancy units,supervision units,material and equipment suppliers,project users,media and the surrounding public.(2)The social network model is established by using social network analysis method,and three kinds of core stakeholders are identified,namely,government departments,social capital and agent construction project companies.Considering that customer satisfaction is the key factor to measure the success of a project nowadays,the interests of project users are also included in the category of core stakeholders.Thus,four types of core stakeholders of PPP projects are identified:project sponsor(government or institution),social capital,agent project company and project user.The key interests of the core stakeholders of PPP project are determined by questionnaire survey.(3)This paper expounds the six basic principles of constructing the evaluation index system of social impact,and combining with the reality of PPP projects,it establishes the evaluation index system of social impact evaluation of PPP projects,with a total of 36 indicators at four levels.Based on analytic hierarchy process(AHP),nine experts from universities and the actual participants of PPP projects in society are invited to construct a judgment matrix.The weight values of each evaluation index are obtained by matrix calculation.Among them,the weight values of the core stakeholders of PPP projects of four categories,namely,project sponsor(government or institution),social capital,agent project company and project user,are obtained.They are 0.551,0.165,0.139 and 0.146 respectively.(4)Taking the PPP project of Quanzhou Road and Landscape Engineering as an example,this paper surveys the project sponsor,social capital party,agent project company and project users respectively for social impact assessment.The overall social impact assessment result of the project is 83.84 points(percentage system)by using the method of fuzzy comprehensive evaluation based on analytic hierarchy process,and the evaluation grade is good.At the same time,the feasibility and validity of the evaluation model are verified.(5)Finally,the evaluation results of the project are analyzed and its positive impact is affirmed.At the same time,suggestions on progress and safety production management and employment promotion need to be improved are put forward.Hope to use this as a reference for the follow-up PPP proj ect management.
