Research On Social Stability Risk Management Of New High-speed Railway Projects

With the rapid development of high-speed railway in China,high-speed rail has gradually become one of the main public transport and has become the first choice for people to travel.However,along with the strong development momentum of high-speed railways,the following social problems have become increasingly prominent,especially economic benefits,environmental impacts,land acquisition and demolition and other outstanding issues,and sometimes even triggered sudden mass events,which have a serious impact on regional economic development and stability.Maintaining social harmony and stability is an important guarantee for promoting the orderly construction of high-speed rail projects.Although the evaluation of the social stability risk of government projects has been paid more and more attention,its actual benefits are not obvious,and the policy measures proposed using the traditional comprehensive index method are not comprehensive enough.How to give play to the effective role of social stability risk evaluation and put forward more scientific and feasible plans is the most important task in the early stage of the high-speed railway project.Based on the analysis of the social stability risk stakeholders and main influencing factors of the high-speed rail project,this paper first carries out a full preliminary study.Through consulting a large amount of domestic and foreign literature on social risk assessment,as well as domestic high-speed railway construction data,We will study the five characteristics of high-speed railway projects,which are large in scale,high in investment funds,long construction deadlines,difficult to change in line lines,dangerous security risks,and heavy environmental damage,and analyze the vulnerability of the social environment in four areas: economy,culture,society,and politics.Clear stakeholder networks and negative stakeholder influence;On this basis,by means of questionnaires and stakeholder interviews,we conducted social stability risk surveys,combed out and identified the main risk factors,and based on the results of the surveys,proposed a method for determining risk levels,and determined the criteria for determining risk levels.Finally,by comparing the quantitative analysis of two different analytical methods,the fuzzy comprehensive evaluation method and the comprehensive index method,the evaluation system of different factor indicators and the attribute matrix are established to optimize the evaluation method of social stability risk in high-speed rail projects.We will establish a social stability risk assessment system based on the fuzzy comprehensive evaluation method,put forward scientific,feasible,and targeted effective measures,and highlight the advantages of the fuzzy comprehensive evaluation method by comparing the risks before and after the measures with data.In addition,through the specific analysis of the case of the newly built Fuzhou-Xiamen railway,combining theory and practice,we put forward risk prevention and mitigation measures in four aspects: site planning,compensation and resettlement for relocation,social environmental impact,and construction safety management.By constructing the social stability risk evaluation system,the risk level before and after risk prevention and defusing measures are distinguished,and the function of fuzzy comprehensive evaluation method in the social stability risk assessment system of high-speed railway is further demonstrated,and theoretical conclusions are made.
