With the road network being more complete,the requirements on pavement perfor-mance(comfort level for drivers and passengers)have been higher and higher,instead of just meeting the need of transporting from the origin to the destination simply.Asphalt pavement is one of the main types of pavement and accounts for a larger proportion in quantity,but there have been general problems—serious early damage and short service life.Preventive maintenance can slow down the decline of road performance and extend the service life,with excellent economic and social benefits.However,when it comes to practical projects,it is limited to the application of a single measure,which is greatly affected by the subjective factors of decision makers.Moreover,there has been no unified and practical evaluation standard in domestic.The concept of preventive maintenance-apply the right treatment at the right rime on the right pavement—was analyzed.And based on that,the fields involved in the pre-ventive maintenance of asphalt pavement were analyzed and discussed from the perspec-tive of causality,including road condition evaluation,pre-maintenance demand judgment,applicability of common pre-maintenance measures,comparison and optimization of pre-maintenance decision-making methods,and application demonstration of the above series of work.Firstly,the applicability of the existing pavement technical condition evaluation cri-teria and indicators was compared and analyzed.Considering the essence of preventive maintenance—preventive but still belonging to the category of maintenance,indicators and standards applicable to the judgment of preventive maintenance demand were pro-posed,and the fracture ratio considering of the severity of the crack was introduced as one of the single index.Reviewing the extensive existing research results and papers,combined with the application status,the applicability and application effect of common preventive maintenance measures were analyzed and evaluated,which laid a relatively objective foundation for decision-making.Based on that the concept of preventive maintenance and benefits-maximizing was fully understood,the idea of integration opti-mization of asphalt pavement preventive maintenance timing and countermeasures was put forward,which means in appropriate preventive maintenance period,a series of pre-liminary maintenance measures were taken,forming a whole plan,rather than a single technical measure.The idea breaks through the limitation—the implementation of the preventive maintenance work is the comparison and selection of preventive maintenance measures.Interval number TOPSIS method was introduced and compared with the exist-ing remodeling DEA method.The method was proved by using existing cases and engi-neering examples,and the results showed that interval number TOPSIS method is suitable and reliable for preventive maintenance decision.Finally,the exiting research and im-portance of preventive maintenance post-evaluation were analyzed briefly.The decision-making of preventive maintenance—comparing the alternatives and choosing the optimal one,was mainly discussed.TOPSIS method,which has been applied to investment maturely,was introduced to the asphalt pavement preventive maintenance decision-making.Considering that road engeering and preventive maintenance decision making problems are multi-objective and of multiple attribute,interval number was adopted to reduce the influence of artificial factors and make the results more applicable and reliable.The evaluation criteria and decision-making methods of preventive mainte-nance put forward in this paper can promote the popularizing and benefits-performing of preventive maintenance more operable.
