Research On Current Situation And Countermeasure Of Local Smart Maritime Construction In Jiangsu Province

Nowadays,"Internet +" is no longer a new word.New generation of information technology such as Internet of things,cloud computing and big data is changing people’s production and life style.With the continuous innovation of information technology,the concept and mode of government public governance are changing rapidly.Smart maritime is a new form of public governance in the maritime field in the new era.The so-called "smart maritime" is the comprehensive integration of "Internet+" and maritime safety supervision,maritime administrative law enforcement and maritime public service.Its core is to improve maritime public administration by using new technologies and means such as big data,cloud computing,Internet of things and mobile Internet.The aim is to realize the wisdom and flattening of maritime public governance,so as to provide better services for the development of maritime economy.This paper takes the current situation of local Smart maritime construction in Jiangsu Province as the research object,takes the case of Smart maritime construction at city and county levels as the breakthrough point,elaborates the background and significance of current Smart maritime construction,summarizes the existing problems and concrete manifestations in the process of local Smart maritime construction in Jiangsu Province,and finds out the causes of the problem through literature review,field research,comparative analysis and other methods.In view of the problems existing in the construction and application of local Smart maritime construction in Jiangsu Province,such as the uneven level of construction and application,the existence of information islands among various systems and platforms,the limitation of Smart maritime perception and service functions,and the failure to fully implement the "non-contact" law enforcement,etc.The author synthetically applies digital governance theory,holistic governance theory and new public service theory,and fully draws on the advanced experience of Guangdong,Shanghai,the United States,the United Kingdom and other developed regions and countries,puts forward eight optimization countermeasures and suggestions from the perspective of public management specialty,such as strengthening top-level design,system integration,internal and external linkage,technology renewal,promoting legislation and talent recruitment.Finally,the author also prospects and explores the construction of Smart maritime affairs based on his own work experience,aiming at providing a scientific development path for the follow-up construction of local Smart maritime industry in Jiangsu Province,thereby promotingthe transformation and upgrading of public governance and services in the field of local maritime industry,and accelerating the high-quality development of local maritime and inland waterway transportation.At present,strategic plans such as "strong transportation country","strong transportation province" and "strong water transportation province" are being carried out in full swing.The national maritime system has also put forward the new era goal of realizing the modernization of maritime governance system and governance capacity in an all-round way,and the implementation of the above tasks can not be separated from the Smart maritime construction.Nowadays,although the local Smart maritime construction in Jiangsu Province has been fruitful,there is still a long way to go for the innovation and exploration of Smart maritime.The author hopes that this article will contribute to Jiangsu Province and the whole country’s local Smart maritime construction,and at the same time make a little contribution to enriching the existing theoretical system of public governance in maritime field.
