As is known to all,the high-speed railway network layout of our country is currently far from meeting the requirements of national strategic layout and economic development.It is extremely urgent for advancing railway network construction to eight vertical and eight horizontal railways.Considering high-speed railway construction projects need huge funds and long return period,while the government is short of financial funds.Therefore,it is an effective strategy to solve the problem by implementing PPP mode in this field.It has been studied the definition,classification and investment return mode of PPP project,and combined with the development status and PPP project characteristics of high-speed railway,then demonstrated high-speed railway construction is suitable to adopt PPP mode by using SWOT-VFM method.Furthermore,it has been proposed a suitable project of investment return for high-speed railway field to ensure the sustainable development of PPP mode.It has been researched on the design of investment return by three parts.Firstly,it used Delphi technique and AHP method to establish an index system of influencing factors for investment return.Secondly,it combined with the operation mode of PPP projects in this field and put forward the selection principle of financing tools,then evaluated the five financing schemes by the entropy method.Thirdly,it put forward the design principle of investment return plan for PPP project of high-speed railway construction.Not only that,it has been applied the research results to Changjiu Passenger Special Project and put forward a feasible scheme for the implementation of the PPP project.
