Under the background of the rapid development of my country’s high-speed rail, the support of the "Outline for Building a Powerful Transportation Country" and the key investment in high-speed railways in the "new infrastructure" in 2020,my country will undoubtedly quickly start the era of high-speed rail, with strong driving force and strong liquidity. The three major elements of labor, capital, and technology in China are undoubtedly affected,so how does the opening of high-speed railway affect them? The main contents are:constructed a comprehensive index to analyze the attractiveness of the city;according to the theory of new economic geography and related references,it is found that the soft and hard structure of the city affects the city’s attraction to the three major elements of labor, capital, and technology;based on the perspective of economic factors. The opening of high-speed railways has increased the possibility of the mobility of labor, capital and technical factors between cities, and increased the rate of inter-regional mobility. This paper uses the entropy method to obtain a comprehensive index of city attractiveness, and uses simple OLS regression to first conduct a simple empirical analysis to draw a rough conclusion, and then use the double difference model(ie DID model)commonly used in policy evaluation for in-depth analysis Analysis,so we chose propensity score matching-the double difference model(ie PSM-DID model)to continue the empirical analysis, because the object of our research is the city.Cities at all levels make full use of the opportunity of high-speed rail policy, improve their comprehensive strength, make use of the convenience and accessibility of high-speed rail, increase the interaction with large cities, fully learn the advanced development experience of big cities, sum up the lessons of big cities, reduce ineffective investment, etc.
