Wind energy is a kind of clean energy.Under the current situation of vigorously promoting clean energy power generation in China,wind power has achieved rapid development and has become China's third largest power source.However,due to technical factors,the development of wind power still strongly depends on the government's new energy support schemes.On February 3,2017,the National Development and Reform Commission,the National Finance Bureau and the National Energy Administration jointly issued the "Notice on Trial Implementation of the Tradable Green Power Certificate Verification and Voluntary Subscription System for Renewable Energy",proposing the establishment of the voluntary subscription system for a nationwide tradable green certificate(TGC)of renewable energy,which indicates that the renewable energy subsidy policy of China has changed from feed-in tariff(FIT)to tradable green certificate system,and gradually promotes wind power participation in the power market competition for further development.Based on the TGC system,reasearch on the load optimal dispatch of power systems with wind power was conducted in this paper.Firstly,in view of the initial implementation of the TGC system,considering the renewable energy power quota system,this paper took the grid side as the main body of mandatory quota responsibility,and took the maximum net income of both power side and gride side as the optimization target.and constructs the calculation of the green certificate trading system.An economic dispatch model for power system with wind based on TGC system was proposed,which was solved by adaptive immune vaccine algorithm.It analyzed the impact of different quotas and TGC prices on the power system under the TGC system.The simulation results show that moderately increasing the proportion of renewable energy power quotas,although it is detrimental to the bilateral net income,can effectively increase the wind power grid-connected capacity;That TGC prices are different will directly affect the wind power generation in the power supply side daily dispatch plan.With the increase in the price of TGC,the power supply side will choose to gradually increase the output of the wind power plan to increase the output of TGC and obtain more TGC sales revenue.Secondly,based on the TGC system,this paper took the prediction deviation of load,wind power output and TGC price into account,and used Latin hypercube sampling(LHS)to generate several initial scene sets,which were sorted by Cholesky's decomposition method,and finally reduced by the synchronous back-generation method to generate typical scene sets.On the basis of the typical scene sets,the load-loss penalty,wind abandonment penalty and TGC transaction cost were introduced into the model,and the reliability constraint was introduced to ensure the security of the system.Economic dispatch model of power system with wind power based on typical scene set was constructed.Through the analysis of the example,the rationality of the model is verified,and the influence of reliability level,the wind abandonment penalty coefficient and the TGC prediction price on the system cost is analyzed.The power system day-ahead scheduling plan and the spinning reserve plan are optimized.Finally,in view of the current wind power dilemma and the country's requirements for low-carbon power,this paper introduced the carbon emission trading system based on TGC system,and took high-energy load into the optimal power system with wind power.The net income of power generation enterprises was the optimization target,and the"source-load" coordinated optimization scheduling model considering TGC system and carbon emission trading system was established.The adaptive immune vaccine algorithm was used to solve the problem in a regional power grid.The simulation results show that the model proposed in this paper can effectively promote wind power consumption,improve the yield of TGC,and reduce the wind-abandon rate and average carbon emissions per unit of power generation.
