With the rapid development of China's market economy after the reform and opening up,the wider the scope of business involved in construction enterprises,the more risks enterprises will face in the process of development and operation.When the enterprise carries on the risk management,mainly is the risk management implementation flow,the implementation method is not perfect.In order to adapt to the changing risk in the new environment and the trend that enterprises have higher requirements for risk management,COSO published the Integrated Framework of Enterprise risk Management in 2004,which can guide enterprises to study risk.This was followed by the release of the Enterprise risk Management-Strategic and performance Integration Framework in September 2017,a comprehensive risk management framework The theoretical framework instructs the enterprise how to control the risk from the angle of internal control.Based on the view frame of COSO risk management and the characteristics of state-owned construction enterprises,this paper analyzes the current situation of S Company's operation and the existing problems of risk management in the state-owned construction enterprises.And according to the current situation of enterprise risk management and operation of the analysis and research.Firstly,the related concepts of risk management theory are summarized and summarized by looking up the relevant literatures at home and abroad.Secondly,based on the theory of comprehensive risk management and the relationship between enterprise and construction project risk,this paper explains the current operation situation of S company in detail,analyzes the problems existing in the operation risk management of S company,and explains how to improve the operation risk management of S company in detail.Using brainstorming and expert scoring method,this paper explains in detail how to determine each index of enterprise operational risk evaluation,and uses analytic hierarchy process to solve the weight of risk evaluation index,and makes full use of brainstorming and expert scoring method to explain how to determine each index of enterprise operational risk evaluation.The operation risk of S Company is evaluated by quantitative analysis of fuzzy operation and the conclusion is drawn.This study mainly analyzes the risks faced by S Company in the course of operation of the state-owned construction enterprises and puts forward the corresponding risk control measures to construct the risk evaluation index system which accords with the characteristics of the state-owned construction enterprises.Effectively avoiding and reducing risks can not only enhance the management benefits of state-owned construction enterprises,but also achieve the long-term strategic development objectives of enterprises,play a positive role in the development of construction-related industries,and improve the economic benefits of enterprises.We will promote the steady development of enterprises.
