As the basic unit of railway transportation,the transportation station segment objectively has the reality that the technical characteristics are different,the personnel quality is different,the natural environment and other resource conditions vary widely,especially the managers of different transportation stations have standardized meaning,content and meaning.And the cognitive differences such as taking measures have caused the different transport stations to carry out standardization construction only within their internal scope,focusing on improving internal efficiency and efficiency,but leading to the management of the same type of transport station segment and providing services at the railway industry level.There are differences in the content of the operation.It is necessary for the railway head office to propose and design a set of index system for evaluating the standardization level of the transportation station section from the perspective of unified management of the industry,and standardize the standardization construction of the transportation station sections of the railway company.The content and direction of the acquisition,the best order and economic benefits of production collaboration between the stations.Based on a comprehensive review of domestic and international standardization theory and performance evaluation theory,this paper analyzes the technical and economic characteristics of railways,and focuses on the dynamic differences between the management characteristics of transportation stations and traditional production and service enterprises.The contents of the operation are adjusted at any time,the scope of operations are cross-cutting,and the focus of the work is focused on each other.The main problems in the standardization construction of the transportation station section and the differences in the final performance are further clarified,and the standardization of the construction system is taken as an example.The core content is key indicator processing(kpi),and the evaluation index system for the standardization construction of the locomotive section is constructed.Through the simulation evaluation of the standardization construction level of 68 locomotive sections in the whole period from January to October 2018,the index system is tested.Scientific and practical,it has explored a feasible route for the China Railway Corporation to carry out the evaluation of the industry's systematic standardization level.In the design process of the standardization construction evaluation index system of the locomotive section,we mainly adopt the principle of key performance indicator system,and follow the smart principle for the design of evaluation indicators,and organize the experts of the railway company,the locomotive department of the railway bureau,and the locomotives of the whole road.In the way of mutual participation,the content of each category of indicators is determined through the fishbone diagram,and the indicators of each category are determined according to the combination of the analytic hierarchy process and the expert investigation method,through the weight judgment matrix,and the rationality of the importance of specific indicators.The weight and the pre-evaluation work verified the scientificity and practicability of the design indicators,and based on this,the next step was to improve.In this paper,the calculation model of the standardization construction evaluation of the transportation station section is designed.According to the different levels of China Railway Corporation and Railway Bureau,the measurement method is designed according to the index system,which provides a quantifiable management tool for the standardization construction,focusing on the weak station.The standardization construction work of the segment standardized the direction of industry standardization construction.The establishment of this evaluation system has realized the overall quality management of the working effect of the transportation station section,solved the problem of the inconsistency and comprehensive evaluation of the standardization construction content and standards of the railway transportation station section,and promoted the coordination of the basic production units within the industry.Consistently,the economics of railway management have been improved.This paper adheres to the combination of theory and practice.From the perspective of China Railway Corporation as the main operator of the railway industry,the top level has designed the performance evaluation system for standardization construction,and carried out the pilot test in the aircraft system,unifying the design principles and standardizing.The evaluation content,the implementation of the development requirements,enhanced the awareness of standardization of all employees,smoothed the business management process,has proved to have a significant role in promoting the safety,management,management and comprehensive benefits of the transportation station.Through the 2018 pre-evaluation work,the locomotive sections of the whole road have clearly defined their position in the nationwide ranking and special work,and confirmed with the actual management status,which proves the scientificity and effectiveness of the evaluation index system.The design ideas,principles,implementation paths,specific index contents and score determination methods of this evaluation system can provide useful reference for other systems to carry out the evaluation of the standardization construction of the system.Such research and development of normative documents provide strong support.
