The problem of traffic congestion has become an important issue which affect big cities especially the megalopolis in China. In order to solve this problem we need to take measures in both supply and demand aspects.Which needs not only to further strengthen the construction of infrastructure facilities but also to maximize the efficient use of existing road network. Both need to detect and evaluate the urban transportation performance.In this paper, according to the differences between traffic flow facilities and spatial distribution of road, a multi-types, multi-hierarchies evaluation index system is established which is based on the existing domestic and foreign transportation performance evaluation methodology. The traffic parameters are quantificated by using fuzzy mathematics,and the evaluation sets are established which can accepted by users easily while reflecting the human feeling of transportation performance changes. Using this transportation performance fuzzy reasoning system, the vertical and horizontal evaluation can be taken objectively in a given urban region, as well as different urban areas or between different periods of the same urban region. Finally, with a case study of a certain area in Beijing, the research of this paper is proved practical.
